The Calvary Octavio Cordero at risk of disappearing
May 12, 2011

A large crack is formed outside the home of Julia Guillermina Paucar (PSR)

In the community of El Calvario, in the parish Octavio Cordero, north of Cuenca, perceived fear and uncertainty. Missing responses. This population is north of Cuenca, about 40 minutes from downtown, and literally in danger of disappearing because of an old macro slide was reactivated by the strong winter season hit the region. They live at least 50 relatives, a total of 250 people are at risk of being without a place to live.

As evidence of the magnitude of ground movement, a concrete bridge, which is the income of this sector, and was rotated out of position. On advantage is still usable. The entire area houses are cracked, long cracks in the ground, power lines tilted parties eucalyptus trees and deep holes in the floor. The villagers are afraid and prefer not to think that will be evacuated, as the few resources they can not stretch to buy or rent a house elsewhere. They fear to leave their properties, mainly used for planting corn.

In this area are inconvenienced by frequent rains, but for about a month the problems were compounded, he recalled Maria Francisca Tamayo, a 68 year old woman who lives with her husband Daniel Quito Collay and is in the care of his father Simon Tamay, 103, who is virtually bedridden and dependent on her daughter to survive. She is a native of this area, is nervous and restless, clasped hands as that since I was a child there the land was unstable, however hoped that with time everything would happen. The walls of his house, a small plant construction made of wood, mud, reeds and block, are afraid to be cracked and crumbly. The structure is tilted. "We say that the houses are of mud and therefore not totally destroyed ...." Tamay expected to get help urgently. Another of the houses affected is that of Jeanne-Marie Rivet, who lives just yards from his uncle Jose Buestán, 90, whose house, block and wood, is also cracked and even a door and not even open because the structure is settled. The old man has no family. Rivet said the problems began to arise with greater force since 2009. "We have land, but we have to go to live ...." Front of the house of Julia Guillermina Paucar, another inhabitant, there is a long crack that goes through two properties.

The land is separated, leaving a large opening. She said that everything is made worse by the rains. In an effort to save his wooden house, chose to break up a room that served as a kitchen. On one side of the house there is a huge tree that has cracks and may collapse. Paucar said the street lighting service was suspended following the landslide and this is used by the thieves who come to steal cattle.

AUTHORITIES VISITED THE AREA

Technical and authorities of the Municipality of Cuenca, the Cantonal Council, Department of Risk Management (Civil Defence), Ministry of Urban Development and Housing (Housing Ministry), Tenure Policy and Octavio Cordero Vestry yesterday toured the affected area.

Magno Rivera, geologist in charge of the Risk Management Unit (UGR) from the local council, explained that this is a macro slide that has thousands of years and was revived by the leakage of rains. About a mile land mass is sliding slowly and will affect all buildings of this community without being able to make further interventions to prevent it. Not known precisely how long it takes to glide across the surface. The technician reported that in conjunction with the Parish Council began to open drains to channel water from the streams. The purpose is to prevent fluid movement relieves the ground plate which is about 40 meters deep and about which the community stands.

"All we can do is slow the movement ...."
For his part Juan Alvarado, director of the Provincial Unit Risk Management, said bad weather and a geological fault led to this settlement and slippage. When asked about what actions to take, said that initially are doing a census of those affected. "Ours is to coordinate and assist financially with the City ...."

Dora Pacheco, responsible for Octavio Cordero Tenure Policy, said the Ministry of Economic and Social Inclusion (MIES) from start of week began delivering food supplies to residents affected.

César Pineda, president of the parish council, said that two houses have collapsed and there are others that are practically uninhabitable, but the owners are reluctant to evacuate. Pineda named as possible locations to house its community and schools. The parish council has hired a backhoe machine to clean a creek and making drains.

Carlos Orellana, a councilman who chairs the Risk Management Committee, pledged to meet with the authorities responsible for risk management to specify the actions to be performed.
The Municipality will be responsible for designing an intervention plan to pop up so nothing is concrete. (CSM)

In the El Calvario, parish Octavio Cordero, located about 20 minutes from Cuenca, landslides occur daily in an area of 100 hectares.

The natural phenomenon that occurs for several years, comes at night and gradually affects the crops and homes in the area.

Juan Alvarado, provincial director of the National Risk Management (SNGR), said an ancient geological fault would cause the so-called "macro slide" that harms the community, and the constant rain present in the Austro aggravate the situation.

"The winter season showed the formation of a lagoon of considerable proportions in the top of the mountain, this makes the situation worse," said Alvarado.

Due to constant landslides there are about 40 homes affected, 2 of them are totally destroyed and uninhabitable.

However, residents were not evacuated except for one family who decided to leave their homes on their own, facing the threat of a disaster.

According to the official SNGR, the Municipality of Cuenca, the Housing Ministry and the MIES analysis performed to alleviate the situation of families in the area and also conducted research to prevent further landslides.

In the field, there are several volunteers who help in the task of the cadastral survey to identify residents whose houses are in danger.

Norma Tamayo and her neighbor Rosa Paucar roam the land of their neighbors to locate the problems caused by landslides.

In the house of Maria Manuela Nacipucha damage found their neighbors are obvious, the bathroom of the house every day sinks into the ground.

With shovel in hand, Luciano Nacipucha, Mary's husband, tries to remove some stones for construction to resume the ground level.

"We scrubbed with this every day sinks home, also farms disappear," said the old man as sticks and ropes helped try to level the building.

Due to earth movement, electricity networks were affected. Several public lighting poles were broken and left the residents without power for a fortnight. The problem was overcome by the Utility Center South, between Tuesday and Wednesday afternoon.

"This is terrible, do not know what to do or where to go because we have nothing more than our land and house," said a tearful Maria Aurora Guamán while cleaning the guinea pig farm left for a week due to power failure and rains the area.

Until yesterday afternoon, technicians Azuay Prefecture inspection work carried out at the El Calvario to calculate the extent of damage, so it is expected to issue a report in the coming hours.

Together with his daughter 22 years and a 90 year old guy living his little house and currently do not plan to evacuate because the damages that has its home even let you live in it.

However, in the Pamba Zhun sector, the picture is different. There two families left their homes for being destroyed and endangered. These include Zoila Tamay who moved to the new town to live in the house of his daughter.

Also here, the son of Tamay, Geovanny Lituma, with his wife and children left the home they lived for 13 years to go to Cuenca.

The president of the Vestry, César Pineda, these inhabitants are the expectation of support from different institutions who visited the area, dedicated to agroecological production.

A Pineda say, among the commitments it made the Municipality of Cuenca, through its unit risk is developing a project to stabilize the area. Once completed it will coordinate with the Directorate of the Department of Risk Management in order to seek funding to solve community problems.

He also said that a technician from the Municipality at the scene estimated that requires six months of working with excavators to construct drains and drain standing water in the upper part of the community.

In the area of The Breakdown, in the upper slopes and lagoons are formed more than 40 years, every winter reactivate and exacerbate landslides. According to residents, since 2008 this became a more serious problem.

TACHIRA STATE (ANDES), VENEZUELA

Producers concerned about the situation
Collapse of new road to El Cobre at the El Valle

(Eliana Millan Montiel)

The bravery of the river "El Valle" lashed out again against the Trans-Andean highway, via El Cobre, specifically in the area "Santa Ana del Valle", when, at about half past five, the heavy rainfall and flood influent caused traffic was interrupted for several hours.

Producers, transporters and residents, in hours of Wednesday morning, looked in awe of what nature has done in recent months. And yet what did the heavy rains on such matters: a total collapse of the road to the town José María Vargas.

Until ten o'clock, a machinery of the State Government will carry out the clearing of mud and rock material produced by landslides in that area, where its inhabitants are on the lookout for a general collapse, and how only eight feet separating the river from the houses that are located along the road.

José Ramírez, carrier of the area, said that after the rains, which began at about "five in the morning, the river was beginning to grow and slowly take the road. In addition, the mud from the hills covered the rest of the way "·

"We have been greatly affected by the rains since last December. We have gone from a village to destroyed village envied, not even a quarter of what we used to see in this sector. Vegetables are lost, and we fear for the complications that may arise from below, "said Ramirez.

The Santa Ana del Valle, the municipality Jauregui, according to the producers of the area, was one of the most affected by rainfall in the morning of Wednesday, a situation which lasted without major complications to the road from the town Rómulo Antonio Seboruco coast to the town.

Losses, According to producers in the area, are incalculable, not only for farmers but for the entire string generated by agricultural activity in the area, of which approximately more than 90 percent of the population benefits.

On the roads can only accommodate vehicles rustic. Unfortunately, those who suffer most are the workers who every day must be translated into activities in neighboring municipalities and have a vehicle without adequate facilities for transit through the area.

Stones in the Road

The picture that could be observed between the two municipalities was stones in the road, plus trees have been falling of the slopes that border the road. However, no major complications, the inhabitants of the area, aided by machinery of the State Government, kept half the traffic in the morning.

Carlos Guerrero, a resident of The Powder sector, the municipality Jauregui, adding that in that state the rains began in the evening, and "we saw down the stones and what we did was stay here, the hand of God.

We have been biting the stones. Has been the support of the Government, but we were told that the machine is damaged and so we had to remove the stones with our hands. "

Asked about the risk they are running to be at roadside and in the bottom of a ravine, Guerrero said that since protection agencies were ordered to evacuate, but "we did not want to leave, because they would lead to a field where some houses made of cardboard table and in the Hatico. There's nothing like living in your house because you do not know how they will meet there. "

Fedecámaras: blackouts generate incalculable losses to commerce and tourism on the island

Wednesday 11/05/2011 at 10:13 pm and is filed under Economics Section, Front Page.

Simón Bolívar (road): Landslides in 24 places

The risk Guápulo. There landslide. Francisco Jarrin / TRADE
quito@elcomercio.com
RISKS | FRIDAY 13/05/2011
Over the Simon Bolivar Avenue, from Santa Rosa to Guápulo (33 km) there are sections where the slopes are leaking water. For example, at the height of the sector La Argelia Alta, 25 houses in the neighborhood of Los Pinos, in the southeast, are sitting on a hill on the right side of the peripheral route in a south-north.

There is no sewer service and stormwater and served the way vented through a plumbing system built by the neighbors. That was one reason for the loosening of the slope in the La Forestal, which broke off and killed five people, two weeks ago.

At Los Pinos, the slope of about 25 meters there are traces of the detachment of part of the slope last winter. The land and the vegetation that clogged the gutter fell through which runs the blue-colored liquid and noxious odors emanating.

Yesterday, at 10:30, the neighbor Margarita Cruz crossed that room and did so with the fear that another part of the slope to fall again.

"We fear the same fate happens in La Forestal. The problem here is identical. Lack a definite wall and ancillary works, "said Cruz.

The risk is latent in the place. There are pipes connected to homes that are on the top. The villagers built makeshift channels. Espinel Monica and Carmen live in those houses that are at risk.

His concern for the danger prompted them to resume the proceedings in the municipality to manage the sewer and a wall. "The houses on the edge of the slope are at risk for moisture. This shakes when heavy trucks pass, "said Monica Espinel, who lives here for 30 years.

Hugo Nunez, construction engineer, explained that the main enemy of open roads in the mountains, like Simón Bolívar, is water. "The liquid causes potholes and pavement problems is a risk because it flows from the slopes of the mountain."

For him, the danger of landslides is higher in populated places on the upper slopes. That happens in San Patricio, La Algeria, Puengasí Hill, nuns, etc.

In a tour made yesterday, this newspaper confirmed the vulnerability on the slopes. There are mountains that look cracked and moist soil, such as scars.

Are also traces of landslides in 24 places in the road where the Metropolitan Public Enterprise Mobility and Public Works (Epmmop) recorded 80 landslides in small, medium and large scale during the winter of this year (only in April).

Mauricio Almeida, manager of the Epmmop Public Works, explained that the intensity of a landslide is classified according to the impact you have on vehicular and pedestrian circulation. "Influencing the unusual levels of rainfall, as this winter. That causes erosion. "

He added that the risk of landslides also depends on the level of soil saturation. That means that the amount of water accumulated weight increased slope.

Nunez said it is important to identify areas at highest risk from water penetration and are populated. "It should bring coronation ditches on the upper edges and provide ongoing maintenance to pick up water from the mountains and rain." In the Epmmop no exact figures on the number of systems of terraces or ditches that have this avenue.

The municipality announced that it will undertake a program of slope protection. It is estimated that the stage of studies and interventions are urgently need a budget of USD 500 000.

Possibly, next Monday the road is open to vehicular traffic in the area of La Forestal.
