The slow precursors to the S American roll have been evident since the Fall of 2010.
http://www.zetatalk.com/7of10/7of10-16.htm
Due to the steady compression of the Pacific, where the four plates that constitute what mankind thinks of as the Pacific Plate slip over one another, and due to the steady progress on the folding of the Mariana and Philippine Plates, S American finds a roll to the west encouraged. There is an absolute relationship between plate adjustments in Asia to what will be occurring in the Caribbean and along the borders of the Nazca and Cocos Plates west of S America in the near future. Nancy has pointed out this relationship in her newsletters, calling this a pingpong effect.
http://www.zetatalk.com/newsletr/issue237.htm

As has been expected, and as has been noted in the precursor movements over the past few months, the slowly accelerating S America roll will involve changes in many places throughout the region. Oil rigs in the Caribbean
http://www.zetatalk.com/newsletr/issue203.htm
or along the border between S America and the Caribbean Plate were destabilized, Panama sank
http://www.zetatalk.com/newsletr/issue215.htm
to the point where heavy rains forced the locks to close, and mountain building
http://www.zetatalk.com/newsletr/issue211.htm
along the N Andes fault line was evident. Now the pace has accelerated. Within the course of a single week evidence from multiple fronts:
- Flooding due to the heaving of river beds in Colombia has created an extreme and historical crisis,
- Caribbean islands north of Venezuela suddenly awash during a time when rain was so slight as to barely moisten the ground,
- High waves from Cuba to Ecuador and up to Costa Rica noted as the Caribbean Plate tilts, Ecuador is pushed over the Nazca Plate, and Central America is pushed down.

This pace will accelerate, with increasingly dire results for all the areas affected. Strong movement of the S America Plate will be accompanied by the strong quakes we have predicted for the Andes and upper portions of S America. Sudden and more extreme sinking of the Caribbean Islands most vulnerable will occur, as will sudden crumbling and sinking in the Central American countries. The Andes, from one end to the other, will mountain build, with all the changes this brings – heaving ground, cracks, and demolished infrastructure. We are not allowed to give a precise schedule, but the time of the slow pace, the hints of what is to come, is past. As Indonesia and the plates in Asia complete their adjustments, S America and the Caribbean will command center stage.

Prior ZT: http://www.zetatalk.com/7of10/7of10-16.htm
Meanwhile, S America is showing signs of a roll to the west. Explosions on islands just to the north of the S American Plate occurred recently, on Bonaire and Trinidad-Tobago, and the Andes are regularly being pummeled. The sequence of events is, thus: a tipping Indo-Australia Plate with Indonesia sinking; a folding Pacific allowing S America to roll. Towns along the coastline in Columbia began crumbing and sinking, and villages on the N Andes fault line in Colombia and Ecuador were clearly mountain building in late October, and all this following oil rig eruptions in rigs in Trinidad and Tobago and the island of Bonaire in the Caribbean. But all of this did not indicate the 7 of 10 roll for S America had occurred. We stated the sequence of events would be Indonesia's drop, then S America's roll, then Africa's roll. What you are seeing is a warmup, precursors, in all these regions. We stated that the trend would be obvious before the actual event, and you are seeing the trends. "

Sometimes I feel like I'm typing from Indonesia, as our destinies are together in this 7 of 10 earth change. Thus, when another blogger posts that an earthquake 6 plus something was registered there today, I then look into Iris, because the floor under my chair manifests the wavy movement of a continent on the move. I look into Seismac, to let me know how it moves because it bounces too.  So Iris shows a Panama-Costa Rica border quake, another at the area Nancy mentioned it was important in terms of Caribbean islands in the Barbados, Trinidad and Margarita Island region,  sinking islands that is.  Thus Iris shows the South American continent bounded by quakes. We are on the loose, moving west, perhaps not a 9.0, but these smaller 4 to 5 magnitude, all around us, and one tries to cope, and the survival thought is there. Like a dove that seeks to do what is natural, but unable to.  Seeking to survive this one, to hope the 7 of 10 will bring the help and resources for the 200 mts above sea level.  One copes in one's own manner

Maracay .- The precipitation in the population of Puerto Maya, located on the edge of Aragua and Vargas, again generated emergencies in the coastal roads due to land movement, flooding and landslides.

Alfred Durr, mayor of Tovar, said that the work of clearing and collection of debris have been delayed by rain. He highlighted that the rains have caused landslides last time eight or nine miles of road.

Meanwhile, in the coastal town families affected by flooding housing remain on edge because the river water level remains high in Puerto Maya. Durr stressed that the victims who were seen last week with the return of belongings, left with nothing again, as the water ran back to their homes.

Asked the authorities of the Ministry of Transportation and Communications (MTC) to send another batch of heavy equipment to dredge the river. " Fears new affectations of continuing rainfall. Last week five homes were severely damaged after the river burst its banks bordering the area and flooded residential areas. At that time five families left homeless.

Durr said that in the electric service is being gradually restored after being suspended late Sunday by the fall of two power poles in a transformer bank after heavy rainfall. Remains unknown number of families and homes that were affected by flooding, for Civil Protection officials in the region continue to assess the damage. Also, stay alert and constant monitoring of risk areas to take preventive measures as appropriate.

Ecuador -Cuenca is concerned about vulnerability of homes located in slopes, which is most homes in a mountan region, unless you live in a valley.  The measures taken include dividing the area into sectors, but they find it is hard to determine a vulnerable area, I would add, because even dormant volcanoes will wake up with the passage of Planet X (and Ecuador is ring of fire), and like in Brazil, northern favela hill of Rio, "Tijuca" (evacuated) , officials are left to warn people that if they observe cracks on the ground, the mountain will probably fall, from the crack onto the slope.  But the effort is there, and they acknowledge it will take five years, but we all know by then many things will have already happened.

Seven sectors  vulnerable for construction in Cuenca
April 26, 2011
With the constant rains again the instability of the soil and overflow of rivers and streams
the alarm has been reactivated in Cuenca. With respect to landslides, at least seven sectors have been identified as risky by the municipality, mainly for the construction of buildings. These sites comprise: Paccha Nulti, Challuabamba. San Vicente de Sayausi, Llacao, Sinincay and Sidcay.

As indicated by the Great Rivera, manager of the Risk Management Unit (UGRM) the local council, in five years the city will have an official map of the areas prohibited to construct buildings. The development of this diagnosis began two years ago. "This is a long term project," he said. While this is specifically referred Rivera, performed works emerging in places like Nulti, Sidcay, Sayausí. Llacao, among others.

In the latter parish (
Llacao)  an average of 110 cubic meters of water daily is was extracted from the earth to prevent this liquid destabilize the ground. In Nulti work is done cleaning  drains instead.

For studying geological technify UGRM acquire the special machinery worth $ 230,000. The equipment will allow drilling and soil sampling at great depths in order to determine the degree of stability of the ground. The municipal agency has a budget of $ 600,000 for research, prevention and mitigation.

The technician reported that during the municipal administration, but are fully identified flood risk areas, there have been no major interventions to prevent overflowing rivers because the banks are perched and depends on the flow so that the fence is or is not exceeded .

Gabriel Bermeo, director of Urban Control, the agency that grants building permits have been made about a hundred demolitions, all volunteers, of buildings erected in dangerous places. Other houses at risk are located in areas such as Paccha, Gonzales Suarez, Panamericana Norte, Quinta Chica, Santa Maria de El Vergel, Pumayunga and others.

In Quinta Chica the problem of houses built on slopes is constant. (Photo FSV)

It is humble block and brick houses, complete with wood. Berman conceded that there have been approvals for dwellings on sites that could pose risks, but justified this has been done because it is "bonded zones." Those responsible for these works must submit a soil and structural study, and a statement that inhibits the Municipality of responsibilities. In the "non-consolidated areas, especially in the outskirts of the city, no buildings are permitted.

The technician specified that to effectively control the city has been divided into eight sectors, each of these is headed by an architect and an inspector, plus there's a crew of workers doing extra inspections throughout the city.

In rural parish councils are responsible for reporting the illegal construction. Berman asked the public that the procedures for permit applications are made without intermediaries, which terminated in his office any cases of corruption and illegal charges for the issuance of licenses. He warned sanctions for those who breach the rules.

Legislation

As a matter of Tarquin Orellana, Councillor President of the Committee on Legislation of the Cantonal Council, the exclusive competence of the municipality's land use determination and identification of areas where buildings can not be made. "If this is the case of the occurrence of situations that the municipality has not been foreseen and was on its obligation to foresee and natural disasters occur, it certainly would in theory the possibility of administrative action for purposes of compensation ...."

The mayor said that it is an institutional responsibility and if it is found that the negligence of any officer could be he who pays the compensation. "From what I have understood the City has still some problematic issues that solutions have not materialized yet ... there are issues previous years dammed some of landslides that have occurred in Nulti ...." (CSM)

Data

Ordinance Land Use and Occupancy prohibits construction within 50 meters of rivers and streams, and slopes greater than 30%.

There are seven areas considered vulnerable mainly for construction.

According to Urban Control about 100 buildings have been demolished voluntarily.

MEDELLIN NEWS

Juan Fernando Cano | The owners of the 10 houses destroyed by the avalanche on the slopes of El Duque and Los Garcia, yesterday morning saw the sweat of working years was buried. Army and police helped evacuate other families.
The hill of El Duque broke down and sow fear

AS said yesterday in this newspaper, an avalanche of 80 thousand cubic meters of earth fell off the mountain and destroyed 10 homes. Fortunately, no casualties. The land mass is unstable. There is panic in the area.
Juan Guillermo Duque | Copacabana | Posted on April 28, 2011
Staring at all that remained of the house of his sister-Nery, the entrance gate which identified the nomenclature 42-122 and 109 below, Walter Henao was grateful to her that they were alive.

Throat still a knot recounted the moments of panic that he lived with his wife and son in the top of the hill on Los García, when the avalanche caught them asleep.

They were quiet because they never received a warning of risk, as if they came to the families of the hill of the Dukes. Therefore, the awakening, at about 1:30 am on Wednesday, were stunned by both the screams of his sister's door knocking almost endlessly repeated that "the flood came."

There was no time for anything, came out fast with her seven years with his wife and brother-in shorts and feet clean, amid a storm and darkness.

He could see, though, that the earth and hid and had virtually destroyed the garage of the house.

As the path was blocked by a light pole that had fallen and no longer had happened, they had to return to find another way. Thinking about how useful it was, decided to re-enter the house through the cell and a sweatshirt. And the avalanche had reached the kitchen, dining room and part of his brother.
Responsibilities
When the flood happened, an hour later, he returned to see the extent of the damage: the 10 neighboring homes on the hill of The Duke were obscured or totally destroyed and his half-destroyed. "Go back and fix it or think less, because who's going to buy," complains Walter.

According to the mayor of Copacabana, Diego Echeverri, since early this year had been a characterization of the area and it was clear that the intensity of rainfall had a high risk. "With such strong downpour Tuesday night generated the release of about 20 cubic meters of earth."

He acknowledged that it was the residents who alerted the situation and then ordered the evacuation, which being complied averted a tragedy.

For municipal personero, Diego Muñoz, five years had been alerted to the risk generated from the Medellin-Bogota for a wrongdoing in the conduct of runoff water, which was even made aware of Corantioquia, which ordered the Devimed company make the corrections, but, according to the official, was not attended by the firm.

That perception is the engineer Jorge Mena, who provided advice to the construction of access roads to the division's Village.

Mena warns of latent risk of an avalanche worse than this, which estimates about 200 thousand cubic meters of earth, which also clogged the road Acevedo-Machado.

"What happened is just a warning, because if it is the slope that threatens the left side of the gorge, which is damming, could reach the Medellín River." The problem is serious because, Mena said, there is no access to the area and there is no way to halt the problem.

Landslides blocked the road that goes to the Sea

Editorial elcolombiano.com | Medellín | Posted on April 28 2011Por least 30 tracks are affected in Antioquia department on behalf of the winter.

One of the most complicated situations occur on the road to Sea, that is, which leads to the region west of the department on behalf of several landslides.

He added that the most serious occurring in the sector Mestizal (km 29) where a landslide of mud and stone completely blocks the passage and near this area is another avalanche that affects traffic.

He explained that there are also shut off in the old road to the sea by large-scale landslides.

"It's very difficult to estimate when we give way because they are very complicated (landslides) and parts and started to drizzle again, Rhodes said. However, it is estimated that could qualify after five in the afternoon.

Henry Agudelo | The bodies of emergency and relief and the entire community worked tirelessly all day trying to rescue Hilduara Mrs. Lopez, 55, the only person who was buried under the landslide of Granizal.

Things were going well, but a second slip complicated operation.
In all pray for Hilduara Granizal

Gustavo Zapata Ospina | Medellín | Posted on April 28, 2011

They must love a lot Hilduara Dona Hilduara Lope
in the Granizal, neighbors  as well as police and emergency relief agencies, most of the community worked hard yesterday to try to snatch it from the earth, which  swallowed her with the house and everything after a huge avalanche had come upon his house and those of their neighbors.

It was ten o'clock and the neighborhood seemed so calm and even backed by a blazing sun, typical of the best days of summer when the earth suddenly rushed and although some neighbors gave them time to escape, she did not make it and remained under the ruins. In a few seconds, three houses were completely covered by earth and four partially destroyed.

It was just a minute Hilduara had left the home of Monica Velez, a friend of the block where he was to lend him money to buy a prepaid energy card, but the woman could not make the loan and then returned to Hilduara home.

"He spent very little time, I think second, because I felt a very strong noise and when I looked out and everything was covered," said Monica, the neighbor who could not assist Hilduara on need and whose house was also at high risk of collapse , so you must evacuate immediately, just as families have to make four other occupants of houses that were at risk.
Step by step and crying
It was precisely the terrace of the house of the scene where Carmen Monica and Marina, two sisters-lived yesterday Hilduara the dramatic moments of the rescue operation.

The hope was to get out alive, as he had been pulled from the ground, with very minor injuries, Don Hernando Otálvaro, a man of 65 years, half of his body was covered. He was sent to a hospital but their injuries are not serious, said Camilo Zapata, director of Simper, who coordinated the rescue.

Also made it out alive Adriana, the daughter of Don Hernando, and she had a baby in her arms.

Were saved because the girl, aged 19, was in another room, "what I did was wrap the baby in a blanket and take her against the wall, I started to scream and neighbors came to get us," he told the girl, who is complained that under the avalanche had been buried her dog named "Compr.

Interestingly, at about 1:30 pm, the dog sprang from the earth and the applause came.

Minutes before he left alive "Rocky", another dog owned by Dona Blanca Inés Suárez Munera, another lady whose house was partially blocked at the time of the disaster was not in the building.

"I think my pet was saved because he remained stuck in the bathroom, which is in the yard. I was happy, because I love my pet," said White, who already had despegársele chain without a second.

These rescue animals opened hopes alive in the hearts of Carmen and Marina, who saw a light in the midst of darkness.

Both, but especially the Navy, took her hands to her face as a sign of expectation and excitement.

Then the rescuers believed the voice of distant Hilduara over there and began to call loudly for an answer.

"Be silent a few seconds," he asked everyone at that moment more than 200 people. Rescuers hit their ears to the ground and asked him to yell to announce whether she was alive. They said what they heard, but immediately gave the order to keep digging with a vengeance.

This operation was several times and when there was more hope that the woman was rescued, the mountain off another round of land that fell exactly on the same houses where they tried out for the lady.

Then came the disappointment. While "Rocky" was beating fast, excited to see the flood of people started running, Carmen and Marina are multiplied the anguish.

This second avalanche, which fell to 2:30 in the afternoon, made it clear that things are complicated, that the rescue of his sister alive would not be easy and we had to "pray to God very much" to remove the bowels of the earth, "said Carmen.

By midnight the works were suspended, it is a high mountain area very dangerous and followed up falling rocks and earth. Moreover, the threat of rain did not stop.
Carmen and Marina and all the community outside the house of Hilduara up early hoping to get her out alive.

"We love us for their messages, she is Christian and speaks very nice and give us tips, has a very large energy," said a neighbor.

Marina, meanwhile, did not stop mourn.
