" These regions will not experience the sense that they have moved 250 miles further to the west, though this will be computed by man after the roll has been completed."

Colombia moratorium on mining applications

Date February 3, 2011
Because of the underground explosions

BOGOTA. AP. The Ministry of Mines, Carlos Noriega Shot, closed on Wednesday, receiving applications for operating mines and seeks to raise the fines for breaches of safety regulations, after several accidents that have killed 34 miners so far this year.
"I would say that today instead of having a regulated mining industry we have is a messy area, somewhat chaotic, which is the reality really overwhelmed with the regulations that now exists," he acknowledged at a press conference the Minister of Mines and Energy Carlos Shot.
He said mining accidents, usually underground explosions in coal deposits, killed 58 people in 2009 and 173 last year.
On the eve killed five men in a coal mine in the center of the country  and was the second accident in less than a week after the January 26, a total of 21 workers died in another mine of the same type that exploded in northeastern Colombia.
The current situation of accidents "is the cumulative result" of safety standards have not been updated yet it lacks enough inspectors to ensure performance and then "the slice is a very poor, no information or appropriate or sufficient nor timely, "said the minister.
Among other measures, to try to reorganize the Colombian mining sector, with a total of 3,000 legal holdings and an estimate of another 3,000 illegal Shot said it suspended the receipt of grant applications and requests for legalization of mine.
Only now, there are 16,000 applications pending in the ministry, said the owner.
Filmed not indicate when it would resume the delivery of concessions.
He also said he aims to raise the fines for breaches of safety rules of the current 30 minimum wages, equivalent to about $ 8,000 to 1,000 minimum wages would be about $ 267,000.
He said that on February 15 will be held in Bogotá a binational forum with Chilean experts. "In Chile we can learn a lot both in industrial and security control mining and small-and medium-scale mining," he said.
Colombia, which is the largest exporter of coal from South America, has most of its large surface mining operations, but smaller-scale mining is underground and it is this which produce most of the accidents.
