• The Council interferes when this schoolhouse for learning will be utterly destroyed, as when an asteroid sufficient to destroy life on Earth were approaching, and would be deflected so the schoolhouse can continue. In this instance, the Council would interfere as man is not able to intervene. It would be a loss without purpose, thus.
• The Council interferes when the environment is not balanced so as to allow real choices. We mentioned a past such interference in the Quarantine between man and the giant hominoids of the 12th Planet, aka Planet X. Being giants, and Enslaving Man, a tone of hopelessness and despair ruled, throwing young souls inordinately toward a Service-to-Self orientation. In this instance, likewise, man was not able to effect this quarantine.
• The Council interferes when a world has voted, during a Transformation, but the Losing Side continues their power grab. The Earth, voting to be Service-to-Other as expected, is not to be plunged into Martial Law. Thus weapons of mass destruction, though planted in Iraq, were never produced. Thus continuing terrorism in the US, the prime rationale for Martial Law there, was squelched. The Transformation, being at heart decisions of individual souls, thus continues as planned, and is not hijacked.

* We have been asked this question before, whether the pole shift is being deliberately delayed, and our answer has been "no". The Council of Worlds considers the pole shift a natural event, like a hurricane or tornado, like a lightning strike, and these are not averted for humans.

* The Council has allowed a simulation of the seasons for many passages, back long before man was engineered into his present form, long before the ape was even present as a predecessor. This was to keep the Earth as a biosphere for the future, as it was a rich planet, full of life and potential. Is this not interfering with a natural process? It is, and the Council has this right, to declare exceptions. Such exceptions are extremely rare, and are certainly not done in response to a Call from one trying to save themselves or their lifestyle.

We have repeatedly stated that the elite will be blocked during such attempts, as they must stay on the surface of Earth along with the common man whom they keep ignorant about the near presence and pending passage of Nibiru. Early efforts to launch into space are allowed but at some point the message is delivered. The elite among mankind is quarantined to Earth until well after the Passage of Nibiru.

This is perfect Karma, where what an entity lays upon another comes back to strike them. While the elite build well stocked bunkers in high land safe from high tides and flooding, the common man is not given time to leave their homes and jobs along the coastlines and is kept in debt slavery to ensure they cannot threaten the enclaves of the elite. Those among the common man who are fully Service-to-Other in their orientation have been given an offer of a Lift, to be kept alive during the hour of the Pole Shift, though most decline so they can help others. The elite get no such offer.

Drone Agenda

* What about the pending New Madrid Rupture? On December 16, Kansas was showing Mammatus clouds, indicating a severe thunderstorm was springing up. But the weather maps say no such thing! But look at what is happening during the severe stretch that is going on in the N American continent! The Appalachian Mountains are normally just a light blue, slight stretch, but are now yellow! And Canada and the West Coast too! Pulled taut. This results in a drooping land mass, low air pressure overhead. The US Military has their eyes on the New Madrid stretch zones too, note the cluster of planes to the west of the Mississippi River.

If admitting that Nibiru exists and is poised to make a Passage is a worry for the Nibiru Coverup crowd, then warning the US public that the New Madrid Rupture is about to happen is also fraught with worry. Both admissions are expected to trigger panic in the people, who would demand answers. Will their coastal cities be wiped out, and should they stop making mortgage payments? If the drones are sniffing around, might they be sniffing for methane production from stretched ground?

But there are many agendas involved, a complicated matter, as the Zetas explain.

ZetaTalk Drone Agendas 12/16/2024: The drone scenario has multiple agendas. There is the Nibiru Coverup crowd, which is funding and running this operation and hopes to divert the public from noticing the Nibiru Complex. All signs in the skies would be considered just more drone activity, so they hope. Then there is the Biden Administration, listening to the hand wringing of the elite who want the status quo to continue as long as possible. They would prefer a modest Martial Law to informing the public, so are increasing their drone activity to threaten DC and US bases. The Biden Administration secretly hopes Trump’s inauguration might even be postponed.

Then there is the Council of Worlds, who want the people of Earth to be informed about the pending Passage of Nibiru, as many spiritual lessons are waiting to be learned. Now that Nibiru is visible in the skies, along with proofs such as the Wobble and Petrol displays, might Nibiru start to dance in the skies, as the ancients reported? Then there is President Trump’s agenda, which he stated, to inform the public fully. Then there is the Junta who at present are giving cover to the Nibiru Coverup crowd so they are not preemptively forced into Martial Law, which would exhaust their ranks.

Given the multiple agendas, this will not be a smooth operation. The media is run by the wealthy elite so will lie about Nibiru and debate the issue endlessly. The Biden Administration will lie about the drones, as they have been doing, hoping to cling to power and unable to admit or announce Nibiru without a plan, which of course they do not have. Enter the Council of Worlds, putting a spotlight on Nibiru. But President Trump will force his inauguration and provide a plan, becoming the Global Leader he has proven to be.

Alien Groups

* The public assumes that aliens are divided into hominoid types, with the bad guys represented by Reptilians. Nothing could be further from the truth, as many of our visitors are water babies like octopi or fish, and the percentage of good guys among Reptilian visitors is equivalent to the percentage in warm blooded hominoid visitors.  Another common misperception is that there is no oversight on visitation, yet the Earth is a school house with definite restrictions on how visitors can contact mankind. The Council of Worlds has oversight and rules.

Early in the ZetaTalk saga, the Zetas explained the “rules” imposed upon visitors to Earth. The Council of Worlds, the administrative body in our part of the Universe, is in charge. The Zetas explained that since the Earth is a self-study school house, giving young souls the opportunity to make mistakes and learn from those mistakes, that interference is not allowed. The Annunaki were quarantined from Earth in the past to maintain this balance. In the Star Trek series this was known as the Prime Directive. Healings, or rescue, or blocking the course of events is limited and always on an exception basis.

ZetaTalk Council 7/15/1995: The alien groups that are present on Earth are all members of the Council of Worlds. All entities, from either spiritual orientation, who are visiting the Earth at this time are likewise members. This is not optional. The Council governs the affairs of the portion of the Universe to which the Earth is a part.

ZetaTalk Interference 6/27/2004: In a spiritual learning house, a schoolhouse for emerging souls, the prime directive is non-interference. This places a wealth of spontaneous experiences before the emerging souls, who develop empathy by being subject to various painful situations. Empathy simply does not exist if a spirit has not been there, in its past. The rule is non-interference with the incarnation, so the lessons to be learned stick as they are not theoretical, but very real to both the incarnated life form and the spirit within. A lesson well learned. In a balanced schoolhouse, the Service-to-Self gang does not invariably win, and when the gang turns on each other, viciously, the true nature of living the Service-to-Self life style is learned.

ZetaTalk Quarantine 2/15/2002: The quarantine was put into place some thousands of years ago, but close enough in your recent past that contact with these alien life forms remains in your legends. They have no plans to return to Earth, which they consider a swamp. The Earth in their memory is full of carnivors, rebelling slaves, and accidents related to wild weather. Now that mankind has technology, a fact that cannot be denied due to probes sent about and requiring their mining operation on Mars to shoot them down when they come too close, they are even less inclined to visit.

So given that visitors from the Service-to-Others and Service-to-Self are in competition for the young souls emerging on a school house such as Planet Earth, are there rules guiding the interaction between the spiritual orientations? There are indeed, rules the Zetas call the Rules of Engagement. Thus when an alliance with the US Military was the goal in the 1940’s, various aliens made contact – the Omnipotent Krlll, EBE aboard a crashed Roswell ship, and eventually the Zetas who engaged with the newly emerged MJ12. The good guys prevailed. But visitors in either the Service-to-Self or Service-to-Others did not directly engage each other.

ZetaTalk Engagement 7/15/1995: Service-to-Self oriented groups are ruthless and utterly without scruples. They would prey upon each other endlessly. The control over each other is not by criminal rules, but by the rule of the strong. The pecking order is ruthlessly established, by whatever means necessary. In the Service-to-Others oriented groups none wishes to hurt the other. Order is established by the group discussing what needs to be done, and various members volunteering. Mix these two groups together, and what would happen?

But what about the Pointy Heads in Antarctica, or the Fat Snakes in Eurasia, or the Tall Whites in contact with the US military? One of the Rules imposed by the Council of Worlds was that mankind was not to have conscious contact with aliens after the time of Roswell, so that hysteria during the rapid Awakening that was to occur would not result. If this was the case, then why did John Kerry rush to chat with the Pointy Heads after the cities under the ice in Antarctica hit the news? Per the Zetas, John Kerry had been granted conscious contact with the Pointy Heads!

ZetaTalk Contact 4/30/2020: The rule imposed during the time of Roswell about conscious contact did not affect those humans who were working with the Pointy Heads or the Tall Whites, as they already had what was in essence a contractual arrangement with these alien groups. These arrangements are rare, and must in all cases be approved by the Council of Worlds. We, the Zetas, were reluctant to discuss the Pointy Heads within ZetaTalk until they had resolved to leave the Earth, for this reason. A full blown engagement between alien groups of differing spiritual orientations is exhausting and something neither group wants.

Thus, the Pointy Heads had a child molestation with rape and consumption of Adrenochrome operation going on in Antarctica, with regular visits by certain elite Khazarians. They would fly down, go underground, be pumped up by Adrenochrome, and return to do Satan’s bidding. They were of course promised all manner of success on Earth, which they, the Pointy Heads, could not deliver. The Service-to-Self lie. Why did Kerry and McCain rush down there? To get their orders, and try to protect their masters from discovery. None of this occurred, as the Pointy Heads were not talking to them anymore. They were packing up and leaving.

The Tall Whites did not have an arrangement via Antarctica nor in the US via MJ12. Like the Omnipotent Krill, they met with MJ12 and tried to establish dominance. These two groups were not the only Service-to-Self groups trying such a maneuver. They too failed and left for greener pastures.

* In 2010 when we laid out the 10 Steps of the 7 of 10 Plate Movements, the Japan quakes were Step 8, the New Madrid was Step 9 and the Azores rip Step 10. Since that prediction in 2010 the Khazarian Mafia under Bibi's direction caused the massive Fukushima disaster on March 11, 2011, altering the course of the sequence of events preceding the New Madrid Rupture. In 2012 the Council of World slowed the New Madrid process down with Humming Boxes and Monoliths. In 2018 there was another Japan quake swarm and indeed the New Madrid unzipping process started on October 19, 2019 in New Orleans.

Now we have another massive quake swarm in Japan on New Years Day, generating tsunami warnings not issued since 2011 during the Fukushima disaster. The magnitude of this swarm meets our original prediction, given that the USGS has now downgraded large quakes by a magnitude 3.2. On this New Years Day China is having quakes ripping up its central China Wudu-Mabian fault line where we predicted the China adjustment would emerge, and Beijing has been ready for this adjustment for months. The triangle of countries in the Asian UFO display are active.  Africa has been rolling with the SE Portion of N America pulling to the SE, and clapping has even begun in the Seaway at Montreal. The stage is set.

Fukushima may have changed the dynamics in the Pacific by easing tensions in the Pacific, and the Council of Worlds certainly deliberately slowed the New Madrid scenarios down, but the factors we used when laying out the 7 of 10 scenario still exist. The Pacific Plates must overlap and compress to the extent that the Mainland Portion shifts to the SW sufficiently to trigger the New Madrid Rupture. This must move in concert with the tenuous hold the SE Portion has on the N Atlantic, where it clings to the Mainland along the ridge between the mouth of the Seaway to the Azores.

* The Junta has a dilemma. They know the N America Plate is splitting along the New Madrid Fault Line with a large portion – the SE Portion – destined to travel with Africa during its roll. This will, according to our predictions and the 1811-1812 history, create devastation in many states along the Mississippi River. Given the ZetaTalk accuracy on predictions, the Junta is also taking our warnings about a 50 foot tsunami rushing against the US East Coast with a tidal bore up against Washington DC.

Given the tinkering the Council of Worlds has inserted into the timing of the New Madrid Rupture - which is now at least 2 years late beyond our original predictions due to the Council slowing the timeline down - the Junta does not want to impose Martial Law preemptively. But the Junta knows from their own geological and oceanography experts that our sequence of events is highly likely to occur. The New Madrid Fault Line separation of the Portions has reached Montreal, where the Seaway has begun to clap. This was another of our predictions.
 
In the week before Christmas the buoys on the Seaway gave evidence of the Seaway repeatedly being squeezed and then opening wide. The water level rose during a squeeze and then dropped when the Seaway parted. Our prediction, when doing a UFO display interpretation, was that the Seaway would open wide when the SE Portion slides to the East, but then the Azores would rip open allowing the Seaway to return to its previous state. That would be the moment when the tsunamis occur. EBS alerts are occurring, which are later called tests. Tests do not occur at 4:00 am.

* We have made the statement that all probes being sent aloft at present have as a primary task to determine the location and trajectory of Nibiru. When traveling to the Moon they have a secondary task as aliens in the Service-to-Self are known to have bunkers on the Dark Side of the Moon, so the only way to assess the status of their enclaves is for a fly-by. Aliens in the Service-to-Other tasked with helping mankind have no need to remain in 3rd Density, as they have good teamwork so can switch to the next dimension when not in service on Earth.

We have stated that the Council of Worlds will not allow the elite to escape to the Moon or Mars in order to evade the horrors of the Pole Shift on Earth. Musk’s attempt to establish colonies on Mars have met with disasters for this reason. The Council aborted the Beresheet launched by the Israelis in 2019 to give a message to the world. The Moloch practice, promoted by the Khazarians led by Bibi, would not be rewarded.  China’s Chang'e endeavors, which were strictly educational, were not countered but in fact encouraged.  

What is to be made of NASA’s new Artemis launch? This will take several swings around the Moon, a technique to get a boost from the gravity tug from the Moon. It will be able to take a good look at the Dark Side of the Moon, which is not considered a problem by the Council. Nor are their plans to confirm the location and trajectory of Nibiru, which has as expected proceeded according to our predictions. This data will be shared with Heads of State around the world, as has been the practice since 2003. If they cooperate with the Nibiru cover-up, they get the info.

New Madrid Timeline

* ZetaTalk Update 11/24/2022: When originally describing the New Madrid rupture in 2010 we described the European tsunami in accordance with these 7 of 10 Plate Movements. In that a prime goal of the Council of Worlds is to alert the people of Earth to the coming passage of Nibiru, the Council allowed the Humming Boxes (discovered in 2012) to slow the effect on the N American Continent. Obama, incarnated with the soul of Lincoln, was determined to announce the presence of Nibiru, and the Council wanted to allow him time to do so.

As we stated in early 2015, had the Humming Boxes remained in place, the European Tsunami would have been modulated. But as we stated at the end of 2015, Obama lacked courage and failed. Thus the Humming Boxes were removed. Back on track, the New Madrid Fault Line separation up along the Mississippi River began with the collapse of the Hard Rock Hotel in 2019. Then in November 2020 Monoliths were discovered in the American West.

The Monoliths were again a delaying tactic by the Council to allow the US 2020 elections to complete. The Nibiru coverup was intense but the Council viewed the best chance of a US President making the announcement was in President Trump’s hands, and as expected he swept the election but the election fraud, in the hands of man, was stronger. There is a Non-Interference Rule whereby aliens visiting Earth cannot interfere with mankind’s free will. Thus the outcome of mankind’s free will cannot be accurately predicted. After the 2020 elections, the Monoliths were removed.

Once again the New Madrid Fault Line rupture was back on schedule. What has previously not been covered in ZetaTalk is the overall effect of the Council’s delays on the ultimate outcome. We have stated that the Council considers the Pole Shift as a result of the Nibiru Passage to be a natural event, and thus allowed to happen. This is not a Council determination, but a rule imposed by those above the Council. Thus the Council was scolded for their delays, which impacted plans for the Universe at large, and ordered to ensure that the ultimate timeline would be in effect.

Accordingly, the Council determined to utilize a Severe Wobble to nudge the scripted drama of the 7 of 10 Plate Movements back on schedule. We the Zetas have stated that the New Madrid Rupture will be in effect by the end of 2022, and said this with confidence because of the Council’s ruling. As can be seen from the stress on the N American Continent and the Middle East where the rock hook under Turkey is ready to snap, the stage is set. The result of the New Madrid Adjustment will be in accordance with our original description, and not softened.

Why is necessary the Council of Worlds? It's like the UN, and UN and other organizations can not solve the problem. UN - waxwork. The solid red tape.

You are viewing the Council of Worlds as though it were a 3rd Density organization, intent upon furthering the agendas of the participants. The UN does not have absolute power, but the Council does. The UN is allowing discussion, allowing the member countries to attempt to pursue their agendas, where the Council sets the agenda. What problem are you imagining the Council should "solve"? The Council is more like a court, and settles disagreements. Our hybrid program, for instance, is under the direction of the Council, and the choice of ourselves as genetic engineers was a decision they made.

The Council of Worlds is elected by all reincarnating Service-to-Other entities under their direction that have graduated to 4th density or higher. This is weighted in such a way that those entities from higher densities have greater weight, and those who achieved more wisdom and respect have greater weight than those who are still struggling with many lessons. Just how weight is determined is something we decline to describe, but in human terms might be equivalent to having every critique ever done by the Spirit Guides available. Service-to-Other elections are not done by representative voting, but by all who would be affected by the vote.
