WARSAW, Poland (AP) — A pre-World War II apartment house collapsed Saturday in southwestern Poland, leaving five people dead, four injured and one missing, authorities said.
Scores of firefighters with dogs were searching the rubble of the building in the town of Swiebodzice (Shvyeh-'boh-tchi-tseh), according to Daniel Mucha, regional spokesman for the firefighters. He said the collapse of two floors of the three-floor building might have been caused by a gas explosion.
Regional governor Pawel Hreniak said the search-and-rescue operation was expected to continue through Sunday.
He confirmed five fatalities, including two school-age children.
Still, firefighters looking for one more missing person said there were no sounds yet coming from the building's bricks and broken wood.
Prime Minister Beata Szydlo was heading to the site, 420 kilometers (250 miles) southwest of Warsaw, to be with the victims and the rescue workers.
The governor of Swiebodzice, Bogdan Kozuchowicz, said the pre-World War II building was recently renovated and had been in good technical condition.
The injured were taken to hospitals in Swiebodzice and in Wroclaw. One survivor, identified only by her first name Stanislawa, told TVN24 that she was "miraculously saved."
"I was in the kitchen and suddenly it was dark and full of debris and some broken wooden planks," she said from her hospital bed in Swiebodzice. "I got on top of those planks and started calling 'Help! Help!' Two firefighters came and pulled me out by the arm."
She said her husband was resting on the bed at the time of the collapse.
"I don't know what has happened to him," she said, her voice trembling.
With her teenage son, also a survivor, at her side, she said the family had lost everything.

The canal that supplies water to the 100-kW Budum Rivulet Micro Hydropower project in Nepal has collapsed, news agencies are reporting.
The project, at Gudel of Mahakulung rural municipality in the Solukhumbu district, began operating in 2015.
It is reported that a 30-meter-long section of the canal collapsed and will take a minimum of one month to repair. More than 750 households have lost electricity as a result of the collapse.

We have described a time preceding the last weeks when emergency management teams would be exhausted, turning a deaf ear in countries like the US and Britain to cries of "terrorism" and a need to install martial law. What could cause such a state, worldwide? Earthquakes have increased in frequency and strength, and accidents in the stretch zones are increasing because the plates have loosened up and are moving a greater distance during each adjustment. The recent breaks in Internet cables around the Arabian Plate are a case in point. Where earthquakes of lower magnitude are registered and often felt, when they increase in size to a magnitude 6 or 7 or greater, infrastructure is destroyed.
What will it be like when earthquakes are happening to most cities around the world, simultaneously? Stretch zones will experience even more destruction, as the infrastructure will be pulled apart. Gas mains will explode into holocausts. Travel will become impossible when roadways are torn apart or heaved up. And the increasingly volatile atmosphere, jerked about by the wobble, will make air travel treacherous. Where faltering on occasion now, satellites will falter increasingly, making communications difficult. All this leads to panic, so that distracted workers cause malfunctions in services. This can be expected before the last weeks arrive.

QUINCY, Fla. (WTXL) — A collapsed road on the Florida-Georgia line has people in one Quincy neighborhood feeling trapped.
Neighbors say that now that this road here on Hutchinson Ferry Road is closed and another road nearby closed, they're wondering what the county will do to make sure that they are able to leave their houses quickly.
Concern began for those in the area after a raised, bridge-like structure collapsed Wednesday morning on Hutchinson Ferry Road. The Gadsden County Administrator says the collapse came from excessive rain and more traffic due to utility trucks responding to Hurricane Michael recovery.
People who live nearby say the road always seemed unstable to them. One neighbor tells us that the county patched up parts of the road a couple of times this year. But the real cause for concern is that an intersecting road less than a mile away is also shut down. With two streets blocked off, people say it's becoming a hassle.
"Can't get out there and walk like I'm supposed to. And as long as I sit there and I try to do what I'm supposed to do, what the doctor told me to do, and then you've got people that lives on this road that works in Bainbridge or goes into Quincy, they can't even get through the bridges," said one person.
The Gadsden County Administrator tells us that the road is kept up by the county, but F-DOT is assisting with these repairs. The Gadsden County Administrator tells me he has no idea when the road will be repaired.
Authorities say the bridge on Hutchinson Ferry Road in Quincy collapsed, sending two drivers to the hospital Wednesday morning.
The Decatur County Sheriff's office and Decatur County Fire Rescue says that the bridge on Hutchinson Ferry Road at the Florida-Georgia Line in Quincy has collapsed, prompting a road closure.
They say all local traffic has been detoured and rerouted due to the collapse.
According to the Florida Highway Patrol, two different cars went airborne over the collapse around 5:10 a.m. Wednesday morning.
FHP says the two vehicles were traveling south on Hutchinson Ferry Road just south of Lewis Lane.
The first vehicle, a Chevy Silverado, became airborne over a gap in the road caused by a collapsed bridge on Hutchinson Ferry Road. When the truck hit the road, troopers say it overturned onto it's roof before coming to a final stop.
Approximately 30 minutes later, FHP says a Ford Taurus also flew over the gap in the road. As a result, the front of the Ford Taurus was damaged, along with the undercarriage.
The family of the first driver says he was hospitalized with serious injuries and is awaiting surgery. FHP says the person who was driving the second car was transported to Tallahassee Memorial Healthcare with minor injuries.
As of 12 p.m., crews were on scene evaluating the damage and lowering boats into the water below the collapse.
Deputies are asking everyone traveling in that area keep your eyes open and watch for road hazards.

The Lagos State Emergency Management Agency (LASEMA) Sunday, confirmed that no casualty was recorded when a section of a pedestrian bridge was damaged at Yaba on Saturday.
According to News Agency of Nigeria, the Director-General of the Agency, Dr Femi Oke-Osanyintolu said that no life was lost during the incident, adding that the agency carried out prompt recovery operations to ensure free flow of traffic in the area.
“An empty truck with registration number AAA 364 XS crashed onto the pedestrian bridge at the bus stop as a result of brake failure, thereby damaging the bridge railings.
“However, no loss of life nor injury was sustained at the scene,” the LASEMA boss said.
He said that one of the affected bridge railings was successfully recovered off the road with the aid of the agency’s truck and placed at a lay-by to ensure free vehicular movement.
The entrance to the pedestrian bridge is however closed for public use.

The residents of Obasanjo road community in Dutsen Sagbagyi II of Bwari Area Council, Federal Capital Territory (FCT), are crying for help and immediate intervention from FCT and Bwari Area Council authorities after three bridges connecting the community to the main road (Old Bwari road), collapsed and washed away by heavy flood caused by Monday heavy downpour.
Duste is a suburb located within the Bwari Area Council of FCT.
The rain which was still poring heavily as at the time of filling this report, started in the early hours of Monday and has resulted in the total and complete collapse of all the bridges on the only road which connects the community to other parts of Abuja.
As a result, residents, majority of the people that go to work and do businesses outside the community are left stranded, a situation that neither cars, motor cycle, nor legs could pass through the deep valleys/canals and the heavy flooding flowing through the open valleys.
Obasanjo road community, officially called Dutsen Sagbagyi II, is situated in a mountainous/hilly layout behind Dutse Baupma, off old Bwari road, off Dutse-Bwari Highway, in Bwari Area Council of FCT.
The community is comprised of five different layouts/settlements, which include Freedom avenue layout, Anglican street layout, Obasanjo road layout, Mountain side layout and new layout.
These layouts are popularly and collectively called Obasanjo road, Dutse Sagbagyi II community.
According to residents, one striking attraction in this community is that it is a new community, which within a few years of its occupation, is known to be a well-planned settlement and well designed buildings, which makes it different from many communities that are characterised by haphazard building arrangement and disorderliness.
They said, “Since inception, residents of Obasanjo road community had shouldered the responsibility of the construction, repairs and maintenance of the major link road, putting and fortifying the bridges and opening up new roads.
“Also, the residents of community have been buying transformers and providing electricity for themselves and making private security arrangements, through communal efforts, which has made the community a reference point as far as rural planning, orderliness and peace as obtainable in a modern society, are concerned.
“Now, residents of the community find it hard to swallow the reality that a road and the bridges they had laboured to construct and constantly maintained, have now been destroyed completely by heavy flood. The residents are crying; they need the help of concerned Nigerians, both from the Government, organisations and individuals to come to thier aid. If nothing urgent is done, the residents would be cut off permanently from the outside world and every business and economic activities would have been completely and permanently grounded.
“Moreover, our children would not be able to go school when schools resumes in a matter of days.”
According to Mr. Ikechukwu, one of the residents who lives in the Community, “it is really disheartening seeing all our efforts and resources over the years completely washed away.”
Mr. Ikechukwu then appealed to appropriate authorities to come to their aid to construct and fix the bridges for the community, “as the community may not be able to find the construction of the bridges by the residents alone.
Also lamenting, another member of the community, Mr. Nicholas, who according to him, after receiving a phone call from a resident that a bridge has collapsed, was on his way to see for himself and ascertain the extent of damage when he saw residents gathered in another bridge which was equally completely destroyed, that not even leg can pass through, let alone vehicles.
According to Mr. Nicholas, “We are saddened by this calamity that has befallen this hardworking people of Obasanjo road community. This is a collosal damage not only to the fabric of the only road linking and connecting the community to the outside world, but has paralyzed every form of economic and business activity in the community, moreso that no one can pass through anywhere the collapsed bridges to go to work.”
He furtherdecired a situation where all past appeals that have been made to relevant authorities to come to the aid of the community with respect to these bridges did not yield any positive results from the authorities.
Mr. Nicholas said, “the bridges have been begging for better and stronger action to fortify them against heavy rains such that happened last night. We, through the community representatives, i.e. the Exco had written to relevant authorities to come to our help, as the costs required to fortify the bridges against being washed away by heavy rains were beyond our power. Since then, no authority or organisation has done anything before the collapse of these bridges today.
“On behalf of the residents of this community, we join in inviting the Federal Government of Nigeria, the Federal Capital Development Authority and Bwari Area Council to come and see for themselves and urgently come to the aid of this community by re- constructing the bridges and the road, so that the residents will not be trapped permanently in their enclave.
“We also call upon corporate organisations and individuals, such as MTN, which has one of its communication mast in the community; Dangote Group, National Emergency Management Authority(NEMA), ULO group of companies, which has one of its quarry company in the community; World Bank projects, etc to come to the aid of the community.”

Just before 3:00 pm on Tuesday July 30, 2019, a rail bridge collapsed about 2 kilometres south of La Salle causing several cars on a CP freight train to derail.
Police say that there were no injuries reported.
CP Rail says the train was carrying vegetable oil and there are no public safety issues related to the accident.
Highway 330 was closed between Roads 42N and 46N as crews remove the damaged rolling stock
The investigation falls under the jurisdiction of CP Rail Police and they continue to investigate.

FORT LARAMIE – A portion of a tunnel on the Gering-Fort Laramie irrigation canal has caused water to back up and breach the canal a mile upstream from the collapse and will essentially bring irrigation along the canal to a halt until it is repaired.
More than 104,000 acres of farmland in Wyoming and Nebraska could be affected by the collapse and the ensuing lack of irrigation water.
According to Division 1 water superintendent Brian Pugsley, the tunnel collapsed sometime in the early morning hours of July 17.
“All we know right now is that sometime early this morning, the number two tunnel on the Gering-Fort Laramie canal collapsed,” Pugsley said. “Essentially, it plugged the tunnel and in turn it backed water up into the canal and essentially breached the canal approximately a mile upstream from that tunnel.”
Bureau of Reclamation spokesperson Jay Dallman said the incident happened sometime around 3 a.m. July 17.
“During the early morning hours today, somewhere around 3 or 3:30 a.m., the Goshen Irrigation District became aware of a problem in the Fort Laramie canal because of some high and low water alarms on the canal,” Dallman said. “When they investigated, they had this apparent collapse in the tunnel a mile and a half south of Fort Laramie. They then shut the water off at Whalen Dam.”
Dallman said the GID personnel contacted the Bureau to stop water flows out of Guernsey Reservoir.
“They called us and asked us the reduce flows out of Guernsey reservoir, which we did,” Dallman said . “Now there is no water going into the For t Laramie canal. There are 13 miles of canal there, and that water has to go somewhere before we can get the tunnel dewatered to even do the inspection.”
Pugsley said the Goshen Irrigation District (GI D) i s currently pumping water out of the tunnel downstream from the collapse. Until the water is gone, he said, it’s impossible to know how much of the tunnel collapsed, how it will be repaired or how long it will take to be repaired.
“We don’t know,” he said. “We don’t have any idea . All I know right now is that GID is working on pumping what water is still in the tunnel from the downstream side. They were going to start pumping water out of that. They were going to bring some engineers in from the Bureau of Reclamation to do some evaluation or analysis on what the extent of damage is.”
According to a press release from the GI D, approximately 104,000 acres of farmland in Wyoming and Nebraska use the canal to irrigate.
“The districts are working to assess the extent of the damage and formulating plans to repair the tunnel and canal bank,” the press release said. “At this time, there is no projection of how long it will take to complete the repairs and restore the canal to service.”

FORT LARAMIE – Wyoming Govorner Mark Gordon, along with representatives from the Wyoming Department of Agriculture, Homeland Security and other local and state officials were in Goshen County today to get a first-hand look at a collapsed irrigation tunnel along the Fort-Laramie canal. The collapse occurred in the early morning hours of Wednesday, July 17 and has left more than 100,000 acres of farmland in Wyoming and Nebraska without an irrigation source during a crucial time of the growing season.
Gordon spent more than an hour surveying the scene, visiting with Goshen Irrigation District workers and trying to gauge the impact the collapse will have in the local and state economies.
“It is a big deal,” Gordon said. “There are hundreds of thousands of acres and everybody has their crops in. We finally got some summer a few days ago, and now is when you need that water.”
Goshen Irrigation District Supervisor Rob Posten said the district and other entities are currently still trying to get a complete assessment of the damage and coming up with a plan to get the water moving again. According to him, there is no way to gauge when the canal will re-open.
“We’re working as fast as we can,” Posten said.
Gordon said he and his staff have been working to find a solution for the affected farmers.
“You can see there are a lot of people and a lot of land that is affected,” Gordon said. “We’ve been working carefully with Nebraska and others to try to figure out the fastest way to solve this.
“We’re going to do our best to get water back to all of these farms.”

An entire section of a roadway bridge has plunged into a wide river in southern China, sending two vehicles into the water and leaving two people missing.
Heyuan city police said the 120-meter (390-foot) section collapsed early Friday morning.
China's Xinhua News Agency reported that two nearby security guards rescued a 44-year-old man, and two other people remained missing.
Dramatic footage on state broadcaster CCTV showed two arches of the six-arch bridge falling apart within seconds and without any apparent warning.
The bridge spans the Dongjiang river in Guangdong province.
The cause of the collapse is under investigation. Southern China has been hit with heavy rains and flooding that has caused 61 deaths, but it wasn't clear if swelling waters were a factor.

A bridged has collapsed in the vicinity of 5th district of Kabul city due to corrosion caused by recent heavy rains and floods.
Officials in Kabul Municipality have confirmed that some of the pillars of Company Bridge had corroded due to recent heavy rains and floods which resulted into the collapse of the bridge in the early hours of Friday morning.
The officials further added that Kabul Municipality teams were deployed in the area to fortify four of the 12 pillars which had corroded due to heavy flow of water as result of the recent heavy rains and floods.
According to the officials, the bridge collapsed at around 1am local time on Friday after the teams of Kabul Municipality failed to fortify the corroded pillars.
The officials have also confirmed that no one was hurt in the incident.
Company Bridge was the main connective bridge between Kabul city and southern provinces of the country.
In the meantime, officials in Kabul Municipality are saying that the reconstruction of the bridge will kick off soon.

Two persons were injured when portion of a Foot Over Bridge (FOB) collapsed in Navi Mumbai’s Vashi area Thursday night, an official said.
Regional Disaster Management Cell chief Santosh Kadam said two persons were injured as the FOB at Sagar Vihar crashed around 8 pm.
Fire Brigade personnel rushed to the spot and the injured were admitted to nearby hospital, he said.
The incident comes in the wake of collapse of an FOB near Mumbai’s iconic CSTM station on March 14, in which seven persons died.

BOZEMAN, Mont. – A Bozeman park is closed after part of a roof collapsed over a popular ice rink.
City officials confirm that Bogert Park is roped off until further notice while they figure out what happened to the pavilion — and if it could collapse further.
The park is closed and structural engineers were there throughout Monday afternoon, clearing snow and assessing the damage.
The city park superintendent says since this is a public park, it was open when this happened.
Some claim there were several skaters on the ice at the time.
Others who use this park say it’s lucky no one was hurt.
“It’s really lucky,” says Andrew Williamson, who has frequented the park since 2017. “I mean, people could get injured so easily.”
A blockade of yellow tape and orange closed signs surround Bogert Park, keeping the public at bay after the roof of the rink caved in.
“It’s pretty crazy,” Williamson says. “I mean, I was just running the half-marathon this last Saturday and was going by, thinking about how cool it is to have something like that around and then to know that just a day later, it partially collapsed, it’s a huge bummer.”
“I was surprised to see it on this roof just because it’s not exactly your typical flat roof,” says Leo Crane.
Leo and his son, Theo, enjoy the park regularly.
Not on Monday.
“When we come and visit the park, it’s not something we think of, whether it’s roofs collapsing or trees falling and so coming over here, I was kind of a little curious to see what the caution tape was for,” Crane says.
“Nobody was hurt, which is great because we had an epic ice year,” says Thom White, City of Bozeman park and sewer superintendent.
White says he started getting calls around 9 o’clock Sunday night.
“It’s a curved, laminated roof but the snow sticks on the north side,” White says. “We don’t know yet exactly if the snow is 100-percent the cause but there’s a lot of snow up on those roofs.”
Thom says all roads into Bogert Park are closed for good reason. This was only a partial collapse, he says, and more could follow suit.
Others who use the park regularly say they hope this yellow tape is removed soon.
“It’s definitely a community park set in the neighborhood and it is used for a variety of things, so it is important and that is why we are on it so early,” White says.
“Oh, it’s a great park,” Crane says. “To have something like this in town, it’s a great park to be able to come to with kids and we certainly love coming here when we can.”
The park superintendent says right now they want people to avoid the park and heed all of the closed signs carefully. In the meantime, he says the city is working hard to get the right answers
