Heavy rains flood Davao City

MANILA, Philippines - Several areas in Davao City were flooded after a four-hour heavy downpour on Monday night.

The rain started 6:30 p.m. Monday and went on through the rest of the night inundating several portions of the Davao-Cotabato national highway and the city thoroughfares at more than knee-level of water stranding several vehicles and commuters.

The stranded commuters had to wait for four hours for the flood to subside.

Rescue units of the Emergency Response Center Central 911 rushed to the bridge at Matina-Balusong following reports that the water at Balusong River started to increase to critical levels.

The Public Safety Command Center identified Puan, Ulas, Bangkal and JP Laurel Avenue were greatly affected by the flood from 11 p.m. Monday to 2 a.m. today.

In the northern part of the city, particularly in Bunawan, the Licanan River also overflowed where the water level reached to almost three feet where only big vehicles can pass the highway. As of 10 a.m. Tuesday, the water level has started to decrease.

Gerry Pedrico, chief weather forecaster of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), said the heavy downpour was brought on by the low pressure area spotted east of Mindanao.

Pedrico said heavy rains were expected to persist within the next two to three days in the Davao region. He warned those living along mountainsides and rivers and waterways to be on alert against flash floods and landslides.

Liza Mazo, director of the Office of Civil Defense 11 (OCD 11), said they have strengthened the communication system down to the barangay level to enhance the capability of first responders to reach possible distressed areas.

NDRRMC: Floods from low pressure area cause P9.531-M damage

 
Floods caused by a low-pressure area that entered Philippine territory last week before dissipating Monday have caused at least P9.531 million in damage, the National Disaster Risk Reduction and Management Council said Tuesday.
 
In its 6 a.m. Tuesday update, the NDRRMC said the bulk of the damage—some P8.661 million—was reported in the Bicol region.
 
A breakdown of the P9.531 million included:
 
    P8,661,674.40 production loss for damages to 220 hectares of rice in Bicol
    P750,000.00 cost of damages for 64 hectares farm land (rice fields, vegetables gardens and fish ponds) in Region 12
    P120,000.00 cost of damages to the roads in Surigao del Sur in Caraga.

 
Floods, landslides
 
Brgy. Patitinan in Sangay, Camarines Sur was impassable due to a landslide while Brgy. Baliwag Viejo, Minalabac, Camarines Sur was affected by the overflowing of the Bicol River. Buhi River in Camarines Sur also overflowed.

Roads, bridges

Only one lane was open at the junction of DM-Legaspi-Sto. Domingo-Tabaco-Tiwi-Cam Sur Barangay Road Km 573-100 in Tiwi, Albay due to landslide.
 
However, the Balibadon Section in Cortes, Surigao del Sur and the Nurcia Section in Cortes, Surigao del Sur are still passable despite a landslide and incidence of soil collapse.
 
At least 679 families or 3,537 people were preemptively evacuated from their homes in the municipalities of Libon, Polangui, and Jovellar in Albay province in Bicol due to the threat of flooding.

One person, Jocelyn Bamor, 46, of Cainta, Rizal, was reported injured while crossing the river at Cagsawa in Bicol.

LEGAZPI CITY ,Philippines – An 18-year-old woman died while thousands were evacuated due to massive flooding spawned by heavy rains in the Bicol region since Sunday, the Office of Civil Defense (OCD) reported yesterday.

Raffy Alejandro, OCD-Bicol director, said Lea Alarcio, a resident of Sitio Omandao, Monte Calvario in Buhi, Camarines Sur, was swept away by strong currents while crossing Lake Buhi during the heavy downpour.

Alejandro said Jocelyn Bamar, 46, a crew member of TV5, was injured when she slipped while crossing a bridge in Barangay Busay in Daraga, Albay.

He said at least 3,537 persons were evacuated from the landslide-prone and low-lying areas in Libon, Jovellar and Polangui towns.

Albay Gov. Joey Salceda said the evacuees would be sent home as soon as the weather improves. “We just moved them as a sort of pre-emptive evacuation,” he said.

The Albay Public Safety and Emergency Management Office said 220 hectares of rice fields were also damaged.

Salceda, meanwhile, ordered the suspension of  classes  in both public and private schools yesterday.

He said the Coast Guard has banned small boats from sailing.

Salceda said rain gauges have recorded that Sunday’s rainfall was equivalent to one half of the monthly average rainfall of the province.

Danilo Dequito, Department of Public Works and Highways regional director for Bicol, said the national highway in Barangay Patitina in Sangay town in Camarines Sur was hit by a landslide and was not passable as of 6 a.m. yesterday.
