Dams at Risk: 65-Foot Crack in Washington State Dam

A large crack has been found in the Wanapum Dam on the Columbia River which supports the utility power supply to a major cluster of data centers in central Washington state.

The 2-inch-wide crack was found Thursday after divers were sent into the Columbia River because engineers detected a misalignment in a spillway on Wanapum Dam near the central Washington town of Vantage, said Tom Stredwick, a spokesman for the Grant County Public Utility District.

The Wanapum Dam generates more than 1,000 megawatts of electricity for the Grant County PUD, the utility that provides electricity to major data centers operated by Microsoft, Yahoo, Dell, Sabey Data Centers and Vantage Data Centers.

On February 25, dam officials noticed an irregular bowing of the dam near a section of a spillgate pier along the mile-long structure. Divers examined the area Thursday and discovered a two-inch wide crack running horizontally, located about 75 feet below the water’s surface. It runs the entire width of the 65-foot-wide pier.

The risk of a failure of the dam is high enough that the county has initiated an emergency plan. To relieve pressure on the dam, the water level is being lowered by 20 feet.

Huge cracks continue to develop in the walls and supporting pillars of the dam. Water continuously sips through the gaping holes, expanding the cracks and making the dam weaker by the day.

Lake Manatee Dam at Risk of Collapse (Feb 14)

The Lake Manatee Dam in Bradeton, Florida is in a "severely distressed state" because of erosion, engineering consultants have found, forcing county officials to take corrective actions.

Heavy rains over four or five days could compromise the Lake Manatee Dam, Manatee County government warned in a news release February 14.

As a precaution, workers have begun to lower the water level of the lake.

Engineers and officials are concerned that the dam's clay core may have been compromised.

Water Gushes over Crumbling Dam in Zimbabwe (Feb 9)

A dam on the Tokwe river in the Masvingo area of Zimbabwe is close to bursting as water from heavy rains finding its way through gaps in the uncompleted dam wall.

Construction of the Tokwe Mukorsi dam began in 1998 but stalled in 2008. The dam was due to be completed at the end of last year but the deadline has passed with construction still not finished. Pictures from the area show water gushing through breaks in the wall and a huge build up of water in the reservoir behind it. Villagers have been evacuated as quickly as possible, with around 4,000 people believed to be at risk should the dam burst.

According to the Daily News, the Zimbabwe Air Force is helping people evacuate. The Minister for Masvingo province is quoted as saying that the government is on high alert and "A helicopter from the AFZ has been airlifting some families who were marooned by the floods but we are not yet sure how many people are still marooned."

IMPHAL, Jun 28: Fate of Sekmai dam is now uncertain as it has developed a long crack in the middle due to the sudden increase of water volume with the State receiving heavy downpour in the past few days.

Sekmai river is now flowing above the danger level although sluice gates of the dam have been opened to reduce the water volume.

Moreover, canals which flow into the river have been blocked by concrete walls which have been erected to check further rise of water volume.

However, if the downpour continues for a few more days, the dam is likely to collapse any time as the volume of water which passes through this crack is increasing day by day.

At this juncture, finger of accusation has been raised against the officials concerned of State Minor Irrigation Department for not maintaining quality during the construction of the dam.

A 35-feet portion of retaining wall of the dam collapsed in 2013.

After probing the incident, the State Vigilance Commission recommended the Minor Irrigation Department to issue warnings against Assistant Engineers Zuithang Gangte and H Brajendra Sharma and Section Officer L Jibal.

In March this year, Opposition MLA L Ibomcha also took up the matter in the State Assembly and demanded the Minister concerned to take action against these officers.

However, H Brajendra was promoted to Executive Engineer on March 24 this year.

Meanwhile, officials and engineers concerned of MI Department inspected the dam today.

However, other than praying for the Almighty’s mercy, they were helpless and nothing could be done at this point of time as the water level was too high.

Sekmai dam project was taken up in 2011 at an estimated cost of Rs 4.22 crore by Minor Irrigation Department under the Non-Lapsable Central Pool of Resources (NLCPR) of North Eastern Council (NEC).

The project was to be commissioned within one year.

Spillway collapse at Erity Dam results from unattended dam safety needs

On June 22 after unusually higher than normal seasonal amounts of rain, according to local officials, the right spillway of Erity Dam collapsed. Erity Dam is a 102-year-old concrete gravity dam on the River Rouge in Beverly Hills Village, Mich., a suburb of Detroit.

Inspection reports dating back to 2007 from both the Michigan Department of Environmental Quality (DEQ) and private engineering firm Hubbell, Roth & Clark gave no specific time period, but they indicated Erity Dam’s level of disrepair and lack of maintenance would lead to a structural failure.

No injuries resulted from the failure, but locally published reports said the spillway collapse caused the loss of several trees, “severe” erosion below the spillway and slight damage to nearby Evergreen Road.

DEQ and private sector engineers estimate costs to repair and maintain the dam range from US$250,000 to 3 million, according to Chris Wilson, village manager.

Additionally, Wilson said he has concerns that large amounts of water are passing underneath Evergreen Road, and the flow will likely undermine the road’s “safety and viability.”

In his 2009 report to the Beverly Hills Village council, Wilson wrote that the DEQ notified the village in December 2007 that the dam contained some structural deficiencies.

After being hired by Beverly Hills Village, in its May 2013 report to the village council, HR&C stated, “If left in their current state with no maintenance or dam removal, the structures will ultimately fail.”

Immediately after the collapse, Wilson said, “The DEQ had just come out earlier in the month [June 2015] and told us failure of the dam was imminent.”

Erity Dam is a gravity dam 16 ft in height and has a length of 240 ft. The dam creates Rouge River Pond, a 27-acre catchment area that has a 200 acre-feet maximum capacity. From it, the dam has a maximum discharge is 2,550 cubic feet per second.

Officials in Pearl River County tell us they are working to drain an entire 50 acre lake in the Amackertown community after a leak was discovered in a dam on Wednesday.

County spokesman Tony Bounds said the dam, located just miles from the Pearl River/Marion County line, was in "imminent danger" of breaking.

To reduce that risk, county officials called in a private contractor to perform a controlled breach on the dam to relieve some pressure.

Bounds told WLOX News on Thursday that the initial four foot wide trench that was dug to relive the pressure has expanded to 30 feet wide. Emergency officials were left with no other choice than to drain the entire lake. Officials say the process should take two or three days to complete.

According to digital mapping performed by the National Weather Service and the Mississippi Department of Environmental Quality, the water from the lake will make its way down the drainage basin and into the Pearl River. MDEQ officials do not expect the drainage project to affect area water levels.

Bounds says no structures, houses or roads will be affected as crews work to drain the lake.

Emergency officials are asking people to stay clear of the area until the problem is resolved.
