Building collapses in Poland: 5 killed, 4 injured, 1 missing

WARSAW, Poland (AP) — A pre-World War II apartment house collapsed Saturday in southwestern Poland, leaving five people dead, four injured and one missing, authorities said.
Scores of firefighters with dogs were searching the rubble of the building in the town of Swiebodzice (Shvyeh-'boh-tchi-tseh), according to Daniel Mucha, regional spokesman for the firefighters. He said the collapse of two floors of the three-floor building might have been caused by a gas explosion.
Regional governor Pawel Hreniak said the search-and-rescue operation was expected to continue through Sunday.
He confirmed five fatalities, including two school-age children.
Still, firefighters looking for one more missing person said there were no sounds yet coming from the building's bricks and broken wood.
Prime Minister Beata Szydlo was heading to the site, 420 kilometers (250 miles) southwest of Warsaw, to be with the victims and the rescue workers.
The governor of Swiebodzice, Bogdan Kozuchowicz, said the pre-World War II building was recently renovated and had been in good technical condition.
The injured were taken to hospitals in Swiebodzice and in Wroclaw. One survivor, identified only by her first name Stanislawa, told TVN24 that she was "miraculously saved."
"I was in the kitchen and suddenly it was dark and full of debris and some broken wooden planks," she said from her hospital bed in Swiebodzice. "I got on top of those planks and started calling 'Help! Help!' Two firefighters came and pulled me out by the arm."
She said her husband was resting on the bed at the time of the collapse.
"I don't know what has happened to him," she said, her voice trembling.
With her teenage son, also a survivor, at her side, she said the family had lost everything.

The canal that supplies water to the 100-kW Budum Rivulet Micro Hydropower project in Nepal has collapsed, news agencies are reporting.
The project, at Gudel of Mahakulung rural municipality in the Solukhumbu district, began operating in 2015.
It is reported that a 30-meter-long section of the canal collapsed and will take a minimum of one month to repair. More than 750 households have lost electricity as a result of the collapse.

We have described a time preceding the last weeks when emergency management teams would be exhausted, turning a deaf ear in countries like the US and Britain to cries of "terrorism" and a need to install martial law. What could cause such a state, worldwide? Earthquakes have increased in frequency and strength, and accidents in the stretch zones are increasing because the plates have loosened up and are moving a greater distance during each adjustment. The recent breaks in Internet cables around the Arabian Plate are a case in point. Where earthquakes of lower magnitude are registered and often felt, when they increase in size to a magnitude 6 or 7 or greater, infrastructure is destroyed.
What will it be like when earthquakes are happening to most cities around the world, simultaneously? Stretch zones will experience even more destruction, as the infrastructure will be pulled apart. Gas mains will explode into holocausts. Travel will become impossible when roadways are torn apart or heaved up. And the increasingly volatile atmosphere, jerked about by the wobble, will make air travel treacherous. Where faltering on occasion now, satellites will falter increasingly, making communications difficult. All this leads to panic, so that distracted workers cause malfunctions in services. This can be expected before the last weeks arrive.

One southbound lane open after partial bridge collapse in North Palm
Palm Beach Post Staff WriterNorth Palm Beach Police received a call Wednesday morning about a part of a railing and sidewalk on the bridge in the water. The bridge on U.S. 1 sits over the C-17 Canal, locally known as the Earman River.
The bridge is just south of Frigate’s Waterfront Bar & Grill and north of an IHOP.
Village police and the Coast Guard shut down both sides of the water under the bridge.
They won’t know the cause until FDOT engineers are finished checking it out, Pearson said.
“It just fell in,” he said of the railing and sidewalk in the water.
Northbound lanes over the bridge north of Northlake remain open. Southbound traffic was being redirected at South Anchorage Drive to Lighthouse Drive. Lighthouse Drive was congested from the detour.
Crews opened the southbound lane closest to the median to traffic early Wednesday afternoon. Police kept the sidewalks blocked on both sides of the bridge.
John Gaines, of North Palm Beach, was finishing breakfast at the IHOP just after 9 a.m. when he felt a vibration. Gaines, who is retired from the Navy, speculated maybe the marine store next door had dropped a boat
When he came outside, he saw no boats — only the damaged bridge.
“I was curious to see…I thought maybe a boat hit it, but no, it fell by itself. That’s even stranger,” Gaines said.
A drone has been sent out to check out the damage.

Bow’s Birchdale Road bridge collapses

The Birchdale Bridge in Bow is now impassable to all types of traffic including pedestrians after a recent collapse.
The red-listed bridge, which spans White Brook, has been closed to motor vehicle traffic since July 2015, after an inspection of the bridge showed it had critical structural deficiencies. Now, it is closed to all foot and bicycle traffic, including joggers, walkers and bicyclists, according to Bow’s website.
Voters in March approved a $772,000 warrant article for the replacement of the bridge. According to town documents, $664,000 of the project will be paid for by state bridge aid, which would be available by fiscal year 2025.
The bridge is planned to be 30 feet wide, 8 feet wider than the current bridge, and will include space for two bike lanes should the town decide to install them in the future. The bridge is also twice as long as the current bridge – going from 13 to 26 feet – to comply with the state’s 50-year flood requirements.
Construction was expected to start on July 1 and finish on Nov. 1. According to the town’s official newsletter, the town is waiting on a final easement needed for the project. Once that is received, the town will issue a notice to proceed to the contractor.

Construction suspended after Chao Phraya bridge collapse

Transport Minister Arkhom Termpittayapaisith on Sunday ordered a one-month suspension of the construction of a bridge across the Chao Phraya River in Chai Nat’s Muang district, following an incident on Saturday when concrete section collapsed and seriously wounded four workers.
Arkhom also instructed officials to check on 17 other large bridges as a precaution against a similar incident occurring.
The suspension was ordered to make way for a police investigation and a structural assessment by engineers, which would require 30 days to complete, he said.
Council of Engineers secretary-general Amorn Pimanmas said his agency would dispatch an engineering team to inspect the scene on Tuesday.
He said the collapse of bridge’s neck section could include an insufficient number of scaffolds to support the bridge’s weight, incorrect assembly of scaffolding, the use of the wrong materials in making the scaffolds or subsidence in the soil underneath the scaffolding.
Other factors could be flaws in the bridge design or in construction supervision, he said.
The team would inspect the scene and summon the supervising engineers, he added.
The workers were inside a cement truck parked below the construction site when a 240-tonne concrete slab fell onto the truck. Three of them were in critical condition on Sunday.

Infrastructure failure causes hole to open in Orlando neighborhood, officials say

ORLANDO, Fla. —
A section of Lake Nona Boulevard is closed and a home has been evacuated after a hole opened up in Orlando, officials said.
Officials in Orlando said a utility system failure is the cause of the hole opening on Upper Village Walk between Nautical Drive and Inagua Drive.
The hole is within 3 feet of a home on Eagle Ray Lane, forcing it to be evacuated. Officials said the whole is approximately 30 to 35 feet across and 15 feet deep.
Emergency crews have been at the scene since 6 p.m. on Saturday.
Because the utilities and electricity of the neighborhood are underground, the collapse disconnected power and water for some residents.
Crews are working to make repairs to power and water.

Eight rescued after Kapsabet building collapses

Tens of people are feared trapped in rubble following the collapse of a building in Kapsabet town, Nandi county, on Thursday.
Witnesses said the three-storey building had been under construction and that 60 workers were on site at the time.
Eight people including children had been rescued by press time and had fractures and bruises.
They were taken to Kapsabet referral hospital.

Rescue efforts were hampered by heavy rainfall but members of the public and constructors volunteered equipment.
Red Cross personnel and volunteers are among those making frantic rescue efforts. Some of those trapped cried out so they could be found.
The building owner has been identified as one R Simani who authorised work this morning.
It is said the building collapsed because of the use of substandard materials and improper supervision by the National Construction Authority.
The building was an extension of a private facility known as Meswo Healthcare Services. It was to have five storeys with facilities including wards.

At Least 12 Killed In Mumbai Building Collapse
Aug 31, 2017At least 12 people were killed and more were still trapped after a century-old building collapsed in India's financial center of Mumbai on Thursday morning.
Mumbai has suffered recent torrential rain and flooding, along with other parts of India and in Bangladesh and Nepal.
Rescuers were still helping find and pull people from what The Associated Press described as a "huge mound of mud, concrete slabs and twisted steel girders" Thursday afternoon. The building was located in the Bhendi Bazaar area in the south of the Indian coastal city.
More than a dozen people had been rescued and sent to a hospital Thursday afternoon, and several more may still be trapped in the rubble.
Manoj Sharma, a police official, told the AP that nine families lived in the building.
A nearby resident described the scene to Reuters. "There was a massive bang. We couldn't see anything due to the dust and smoke. Once the dust settled, we realised it was a building collapse," Amina Sheikh told the wire service.
Mumbai's municipal housing authority declared the building dilapidated in 2011, Reuters reports.
According to the BBC, this is the third time a building has collapsed in Mumbai in less than a month. Seventeen people died in July when a building collapsed in Ghatkopar, a Mumbai suburb.
Structural collapses — not just of buildings — are more common in India than in the West. A wall collapsed during a wedding in May in northern India, leaving 24 people dead. Last year, an overpass fell in Kolkata, killing 26 people. More than 70 people were killed when a seven-story building went down in Thane in 2013. Sixty-six people died in a four-story New Delhi building that fell in 2010.
Flooding and torrential rain are suspected of weakening poorly built structures. As the AP explains:
"Building collapses are common in India during the monsoon season, which is June to September. High demand and lax regulations encourage some builders to use substandard materials or add unauthorized extra floors."
About 1,200 people have died in the recent floods in India, Nepal and Bangladesh.
NPR's Julie McCarthy explained on Thursday's Morning Edition why development has made Mumbai, in a similar way to Houston, particularly vulnerable to flooding:
"Many parts of Mumbai sit just feet above sea level. And this is one of the world's most populous cities — 20 million people. And it's a mecca for people migrating to the city for jobs. And that is driving construction. It's popping up on flood plains and coastal areas unchecked. And all that is also generating tons of garbage. And what have they discovered? That the waste is clogging the stormwater drains which makes Mumbai even more vulnerable to flooding."

In Bihar, India, raging floodwater caused a bridge to collapse with people on it, and we do not know what happened to all of those people. Some of them were able to climb up on the other side.
The floods have killed at least 78 people and devastated villages in Nepal. Thousands of people have fled their homes with their only suitcases. Since June, flooding and landslides killed over 250 people in India, Nepal, and Bangladesh.
Across South Asia, the monsoons have affected more than 16 million people. The people displaced by the weather are now at risk of diseases, starvation, and death.
Difficult words: raging (very strong), devastated (destroyed), monsoon (a season when it rains a lot), displace (force people or animals to move from where they live), starvation (not having enough food).

Bridge collapses in Desertmartin, County Londonderry

A bridge on the Iniscarn Road near Desertmartin, County Londonderry has partially collapsed.
The country road has been closed in both directions.
Engineers from the Department for Infrastructure are expected to carry out a full assessment of the damage later.
DUP councillor for Moyola Anne Forde described the collapse as a bit of a calamity, adding that she thought last week's storms had weakened the bridge.
"Some time ago there was a wee bit of work done to it but the weather we had last week, I have been led to believe the structure may have been damaged," she told BBC News NI.
"There would be a considerable amount of traffic using and it a lot of famers would use it."
A local diversion has been put in place.
A spokesperson for the Department for Infrastructure said: "The extent of the damage will require full assessment by departmental bridge engineers."
The PSNI tweeted: "To avoid current closure at Iniscarn Road drivers coming from Draperstown must go right onto Brackaghlislea Road and then left onto Gortahurk Road."
