Note the location of “Planet 9” and the inbound path for Nibiru provided by the Zetas in 1997. Nibiru arrived, right on schedule in 2003, and right where predicted a full 7 years earlier. Where the Zetas provided the location of the gravity draw represented by the Sun’s dark unlit binary and the inbound Nibiru in 1983, when the IRAS team lofted its infra-red balloon in search of the inbound Nibiru, this location was not provided to the public. All articles in print at that time only referring to the location as the “western edge of the constellation Orion”, quite vague, and the “western edge” is vast. Yet the Zetas pinpointed the location as being just outside the lower bow of Orion. Such is the accuracy of ZetaTalk. How would the public eventually become “aware of the history and accuracy of ZetaTalk predictions” as predicted by the Zetas on April 16, 2016? ? It would seem this is already in process.

Obama is no longer running the country. Chief of Staff General Dunford is. Ben Fulford has for months been referring to Obama as the US “spokesperson”. Is this true, and how does this work? In that the Middle East, under the direction and press from Israel, Turkey, the Jewish bankers of the Federal Reserve, and the Saudis were supporting ISIS and this threatened to create a force that would not only invade Europe but also create an endless terrorism threat to the US, the military did indeed effect a silent coup. Russia needed to enter the fray, and Dunford, but not Obama, agreed. This will never be admitted, publicly, nor do the parties want this.

The three major social media outlets in use around the globe all had significant, and simultaneous outages between September 20-24, 2015. Skype had complaints from the UK, Australia, and Japan. Twitter received reports from the US, Australia, and Singapore. FaceBook had the loudest howls, primarily from the US and Europe. Notably these downtimes, some lasting for hours or even days, got no attention in the major media, and there was no real explanation for the outages.  Every Skype user has an account and a password, as do their contacts. Every Skype user can broadcast messages to their contacts, even if these contacts are not presently online. Every twitter use likewise has an account and a password, and by sending a tweet passes information along to subscribers, who can retweet the info in the future. FaceBook users likewise have an account and a password, with many friends who pick up info from each other and pass it along on their FaceBook accounts.  In all of this, the networks themselves are AWARE of the accounts and passwords, and could do a broadcast to all in the event of an announcement. Check your user agreements. This is legal!

When we announced that the Council of Worlds would be going to war with the elite over their blockage of the announcement, the tools available to the Council were not immediately apparent. Early in the campaign the Sony hack showed one such mechanism, whereby an anonymous hacker revealed embarrassing information about Sony executives. Similarly exposing pedophile activities by Prince Andrew and Bill Clinton and blatant lies by self-promoting media talking heads such as Brian Williams and Bill O’Reilly required nothing more than encouraging contactees to step forward.  In many, many cases a financial loss sufficient to trigger a clash among the elite is a result of an electronic delay during trades.

What is the message here? As with other failed launches, this most recent failure is a definitive message from the Council of Worlds. Space X has had success in resupplying the ISS, though has flounded on landing on a floating ocean platform.  Resupply of the ISS is OK, reuse of their launch equipment so as to help the elite escape, not OK. The message now is that the elite should not expect to get into space at all. No escape. The message here is to take all hope away from such plans among the elite. They are to remain on Earth with the common man. We expect the battle to shift from attempts to block the announcement, or deny its meaning, to attempts to enslave the common man in some way. That is another fight, on another day.

Relying solely on Russia or China to proceed would get the truth out BUT since the block had always been on the US end, via Reagan’s national security directive, without a confirmation from Obama this is awkward and subject to being countered.     NASA's New Horizons probe, nine-and-a-half years outbound from Earth and less than two weeks from a historic flyby of Pluto, went into protective safe mode Saturday afternoon after experiencing an on-board anomaly, the space agency reported.

    The spacecraft's autopilot, as programmed, switched over to a redundant flight computer and began transmitting telemetry to Earth to help engineers troubleshoot the problem. The spacecraft was out of contact with Earth for one hour and 19 minutes.

    An anomaly team was assembled to analyze the glitch but given the probe's enormous distance -- it takes radio signals nine hours to make a round trip -- it likely will take "one to several days" to restore normal operations.

    "The mission operations center at the Johns Hopkins University Applied Physics Laboratory lost contact with the unmanned spacecraft -- now 10 days from arrival at Pluto -- at 1:54 p.m. EDT, and regained communications with New Horizons at 3:15 p.m. EDT, through NASA's Deep Space Network," the space agency reported Saturday evening.

    "During that time the autonomous autopilot on board the spacecraft recognized a problem and -- as it's programmed to do in such a situation -- switched from the main to the backup computer. The autopilot placed the spacecraft in 'safe mode,' and commanded the backup computer to reinitiate communication with Earth. New Horizons then began to transmit telemetry to help engineers diagnose the problem."

    NASA said the anomaly team was working to return New Horizons to its original flight plan.

    New Horizons is expected to pass within 7,750 miles of Pluto on the morning of July 14. Following a pre-programmed sequence of commands that were uploaded last week, the spacecraft will aim itself and its instruments at Pluto and its large moon Charon for the first close-up looks at the distant worlds.

    Because of it takes radio signals four hours and 25 minutes to cross the 3-billion-mile gulf, real-time commanding is not possible and New Horizons must carry out its observations autonomously. The spacecraft is equipped with multiple backup systems, including redundant flight computers, navigation equipment and data recorders to help it recover from major problems.

    But with New Horizons finally closing in on Pluto, engineers want to make sure the spacecraft doesn't experience any problems that could interrupt science during the one-in-a-lifetime flyby. NASA did not provide any details about what might have triggered safe mode Saturday, but promised updates as more information becomes available.

    A stock market crash there has seen $3.2 trillion wiped from the value of Chinese shares in just three weeks, triggering an emergency response from the government and warnings of “monstrous” public disorder.

    And the effects for Australia could be serious, affecting our key commodity exports and sparking the beginning of a period of recession-like conditions.

    “State-owned newspapers have used their strongest language yet, telling people ‘not to lose their minds’ and ‘not to bury themselves in horror and anxiety’. [Our] positive measures will take time to produce results,” writes IG Markets.

    “If China does not find support today, the disorder could be monstrous.”

    In an extraordinary move, the People’s Bank of China has begun lending money to investors to buy shares in the flailing market. The Wall Street Journal reports this “liquidity assistance” will be provided to the regulator-owned China Securities Finance Corp, which will lend the money to brokerages, which will in turn lend to investors.

    The dramatic intervention marks the first time funds from the central bank have been directed anywhere other than the banks, signalling serious concern from authorities about the crisis.

    At the same time, Chinese authorities are putting a halt to any new stock listings. The market regulator announced on Friday it would limit initial public offerings — which disrupt the rest of the market — in an attempt to curb plunging share prices.

    While the exact amount of assistance hasn’t been revealed, the WSJ reports no upper limit has been set.

    All short-selling — the practice of betting that stocks will fall — has been banned, and Chinese media has rushed to reassure citizens.

    Yesterday, shares in big state companies soared in response to the but many others sank as jittery small investors tried to cut their losses, Associated Press reports. The market benchmark Shanghai Composite closed up 2.4 percent but still was down 27 percent from its June 12 peak.

    Experts fear it could turn into a full-blown crash introducing even more uncertainty into global markets as Europe teeters on the edge of a potential eurozone exit by Greece, after Sunday’s controversial referendum.

    WHAT DOES IT MEAN FOR AUSTRALIA?

    For Australia, the market crash in China is likely to impact earnings on key exports iron ore and coal, further slashing government revenue, while also putting downward pressure on the Australian dollar.

    Jordan Eliseo, chief economist with ABC Bullion, said it was important to remember that the amount of wealth Chinese citizens have tied up in the stock market is relatively minor compared with western investors.

    Stocks only make up about 8 per cent of household wealth in China, compared with around 20 per cent in developed nations.

    “The market crash there is generating headlines, but it’s not going to have the same impact as a comparable crash would in a developed market,” he said.

    “What it means for Australia, though, is it’s very clear there are some serious imbalances in the Chinese economy, and the rate of growth they’ve enjoyed in the past is over. There’s no question our export earnings are going to take another hit.”

    Mr Eliseo predicts Australia is likely to experience “recession-like” conditions such as negative wage growth for many years to come. “I believe that’s going to be the new norm,” he said.

    WHAT ARE THEY DOING ABOUT IT?

    On Saturday, China’s 21 largest brokerage firms announced that they would invest more than $25.35 billion in the country’s stock markets to curb the declines.

    The brokers will spend at least 120 billion yuan ($25.75 billion) on so-called “blue chip” exchange traded funds, the Securities Association of China said in a statement after an emergency meeting in Beijing.

    On Friday the Shanghai Composite Index closed down 5.77 per cent to end at 3,686.92 points. Since peaking on June 12 Shanghai has dropped nearly 29 per cent, which Bloomberg News said was its biggest three-week fall since November 1992.

    The Shanghai market had swelled by 150 per cent in the last 12 months and experts had expected a sharp correction, though the rate at which it has occurred is unnerving many.

    Middle-class Chinese investors, encouraged by the government, have been pumping money into the stock market. The WSJ quoted 51-year-old Li Ping, who sold her 7 million yuan ($1.5 million) Beijing apartment to plough 4 million yuan into stocks.

    Ms Li said she thought the market would stabilise and rise again. “The fund that I have invested in is very mature and professional,” she said.

    CRACKDOWN AS PANIC TRIGGERS ‘SUICIDE’ RUMOURS

    Underscoring growing jitters amid the three-week sell-off, police in Beijing detained a man on Sunday for allegedly spreading a rumour online that a person jumped to their death in the city’s financial district due to China’s precarious stock markets.

    The 29-year-old man detained was identified by the surname Tian, and is a manager at a technology and science company in Beijing, police said in a post on their official microblog.

    Police said Tian’s alleged posting of the rumour took place Friday and called on internet users to obey laws and regulations, not to believe and spread rumours, and to cooperate with police.

    The state-run Xinhua news agency reported that Tian allegedly posted the rumours with video clips and screenshots Friday afternoon.

    The post, which is said to have gone viral, “provoked emotional responses among stock investors who suffered losses over the past weeks”, Xinhua said.

    Xinhua added that a police investigation showed that the video in question had been shot on Friday morning in the eastern Chinese province of Jiangsu where a man had jumped to his death. Local police there were investigating that case, Xinhua said.

    The original post was unavailable Sunday on China’s tightly controlled social media, where authorities are quick to delete controversial material.

    Late Sunday, hackers dumped online a massive trove of emails and other documents obtained from the systems of Italian surveillance firm Hacking Team. The company’s controversial technology is sold to governments around the world, enabling them to infect smartphones and computers with malware to covertly record conversations and steal data.

    For years, Hacking Team has been the subject of scrutiny from journalists and activists due to its suspected sales to despotic regimes. But the company has successfully managed to hide most of its dealings behind a wall of secrecy – until now.

    For the last few days, [the author has] been reading through the hacked files, which give remarkable insight into Hacking Team, its blasé attitude toward human rights concerns, and the extent of its spyware sales to government agencies on every continent.

    The Royal household will not be exempt from scrutiny over pedophile allegations and may be asked to provide evidence to a newly launched child sex abuse inquiry, it has emerged.

    Justice Lowell Goddard, the New Zealand judge chairing the Independent Inquiry into Child Sexual Abuse, had initially not included the Royal household in a list of institutions to be investigated over historical crimes.

    Israel has decided to reverse its policy and open talks with the prosecutor at the International Criminal Court in The Hague over the preliminary examination the ICC is conducting into Operation Protective Edge in the Gaza Strip last summer, as well as the situation in the West Bank and East Jerusalem.

    Israel's reason for opening contacts with the ICC's Office of the Prosecutor is only to make its position clear to the court - that the ICC does not have any authority to hear Palestinian complaints on the matter -  a senior Israeli official told Haaretz.

    A team of experts from the various ministries will be responsible for the contacts with the ICC.  Members of the team will visit The Hague in the coming weeks to meet with representatives of the prosecutor's office there. Israel intends to keep a low profile on the matter in the press.

    "This does not mean we are cooperating with the preliminary examination the ICC is conducting at the Palestinian request," said the Israeli official, who asked to remain anonymous due to the diplomatic sensitivity of the issue.

    "The Israeli position, like the position of other countries around the world, is that the International Criminal Court in The Hague has no authority to hear the Palestinian request since Palestine is not a country and because the Israeli judicial system is independent and can handle complaints on the matter of alleged war crimes," he added.

    The Israeli government feels the ICC prosecutor's office made a mistake in deciding to open a preliminary inquiry, said the senior official. "Israel has no obligation to cooperate with the preliminary examination the prosecutor's office is conducting.

    "Nonetheless, as has been done in the past with other international organizations that dealt with matters related to the Israeli-Palestinian conflict, such as the UN secretary-general's board of inquiry to examine the attacks on UN facilities in Gaza, we examined the matter and decided that in this case it would be proper to present the prosecutor and her staff with the Israeli position concerning the court's lack of authority in a direct fashion, so that not only Palestinian claims are heard," said the official.

    One of the issues raised during the discussions was the possibility that representatives of the prosecutor's office would visit Israel and the Palestinian territories. Such a visit is a normal procedure in preliminary examinations conducted by the prosecutor's office of the ICC.

    The Palestinians are extremely interested in having such a visit as soon as possible, but the prosecutor and her staff are still examining the matter, and have yet to set a date for such a visit to the region.

    Israel will consider a request for such a visit in its own right, said the official.

    "Israel expects the prosecutor's office to act cautiously, professionally and independently without any bias, and will not lend a hand to the Palestinian attempt to turn the court into a political tool or a stage for advertising tricks," emphasized the official.

    Israel is not a member of the ICC - neither is the United States - but Israel's military and civilian leaders could now face charges if they are believed to have committed crimes on Palestinian territory. The ICC is an independent international organization based at The Hague in the Netherlands, and is not part of the UN system.

    The series of official actions presented by the Palestinians to the ICC began on December 31, 2014, when Palestinian Authority President Mahmoud Abbas signed the Rome Statute (which regulates the work of the ICC) and issued a declaration that the Palestinians recognize the court’s authority to examine the possibility that crimes were committed on Palestinian soil starting on June 13, 2014 - the date when searches for the three Israeli teenagers kidnapped and murdered in Gush Etzion the night before were launched.

    In a surprise move, on January 16, 2015, Bensouda announced she was launching a preliminary examination into the situation in Palestine, even though Palestine’s affiliation with the ICC had yet to officially take effect.

    The purpose of the preliminary examination is to determine if there is a reasonable basis to the claim that crimes have been committed that are within the court’s authority to investigate. If the prosecution does decide to launch an investigation, it is possible they will not just investigate allegations of Israeli war crimes, but also actions committed by the Palestinians.

    On February 7, Abbas announced the establishment of the Supreme National Committee for Coordination with the ICC. On April 1, Palestine’s membership in the ICC became official, making it the 123rd member.

    Two weeks ago, Palestinian Authority Foreign Minister Riyad al-Malki presented the prosecutor's office with documents to back up the Palestinian claims of alleged war crimes and violations of international law committed by Israel.

    Prime Minister Benjamin Netanyahu looks defeated. He was ashen-faced on Tuesday next to the Dutch foreign minister at their joint press conference in Jerusalem; his appearance was that of a desperate gambler who had lost everything. The Iranian nuclear agreement, against which he had vigorously and repeatedly warned, had become a fait accompli. The deal over which he had declared political war on the president of the United States, while breaking all the rules of diplomatic relations between friendly countries, had become a reality, for better or worse.

    Even before the details of the agreement were known, and without having any idea what was or wasn’t included, senior Likud officials were firing cannon shells through the electronic media. Talking points that had been sent to them in advance contained three main points: 1. The agreement is bad, terrible, and awful; 2. If not for Netanyahu, the situation would have been much worse, much earlier; 3. The opposition is to blame and ought to be ashamed for not being supportive enough/for being critical now/for not standing tensely quiet at the side of the prime minister, meaning the State of Israel.

    Obviously. The opposition is to blame for the centrifuges spinning, the uranium being enriched, and the slaughter during the six consecutive years of Netanyahu’s rule.

    Netanyahu deserves credit for stubbornly putting the nuclear issue on the global agenda, significantly contributing to the intensified sanctions on Iran. On the other hand, he lost his brakes when he did not hesitate to hook up with the Republican Party in its campaign against U.S. President Barack Obama. Sometimes it’s hard to know where Sheldon Adelson, the biggest Republican donor, ends and Netanyahu begins.

    The prime minister himself hastened Tuesday to call on the opposition to “put petty politics aside and unite for the State of Israel’s national interests,” as if the Iranian nukes hadn’t served as an effective political weapon for him during every recent election campaign.

    Netanyahu’s spokespeople said he plans to “kill himself” pursuing the last remaining option for scuttling the deal – preventing its ratification by the U.S. House of Representatives – by persuading Democratic congressmen to defect to the Republican camp and vote against their president. The destruction and devastation he avoided inflicting on the nuclear facilities scattered throughout Iran, he now wants to wreck on what’s left of U.S.-Israel relations. Here we again see his compulsive gambler syndrome: After losing his pants, he’s now putting his underwear on the roulette wheel in a move that experts on American politics say hasn’t much of a chance.

    In this context, the call by Likud ministers for “internal cohesion that’s been lacking until now” sounds pathetic. Why exactly is Netanyahu demanding that Labor’s Isaac Herzog, Yesh Atid’s Yair Lapid, Meretz’s Zehava Galon and Yisrael Beiteinu’s Avigdor Lieberman join him? So they can share responsibility for the worsening of the fight between Israel and the leader of the free world?

    Herzog and Lapid were competing with each other on Tuesdayto show whose patriotism was greater. Lapid drew first with an interview he gave to a foreign television network. But Herzog landed a crushing blow on him by tweeting that he had spoken with the prime minister and would soon be traveling to the United States “to advance a package of security measures to suit the new situation.”

    Perhaps Herzog has been named defense minister and nobody told us. Perhaps something else is going on between him and Netanyahu, and under the pretext of the “new situation,” the chairman of Zionist Union plans to bring his party into Netanyahu’s government.

    International Space Station Sidesteps Space Debris, NASA Says

    CAPE CANAVERAL, Fla. (AP) — The International Space Station had to sidestep a piece of space junk.

    NASA said Monday the space station had to dodge part of an old satellite. Sunday night's firing of on-board thrusters pushed the orbiting lab up a half-mile.

    Experts aren't sure how big the junk is. It's from a Russian weather satellite launched in 1979.

    After the maneuver, it was determined the debris would have posed no threat. NASA says it preferred playing it safe.

    Mission Control says the change in space station altitude will not affect next week's launch of a new three-man crew from Kazakhstan.

    A SpaceX resupply mission from Cape Canaveral, meanwhile, has been delayed until the end of the month. The unmanned Falcon rocket was supposed to blast off Sunday.

    Regulators to seek penalty on Toshiba for false accounting: Nikkei

    TOKYO (Reuters) - Japan's financial watchdog plans to seek a financial penalty on Toshiba Corp <6502.T>, currently being investigated by an independent committee over accounting irregularities, the Nikkei reported on Saturday.

    The Securities and Exchange Surveillance Commission (SESC) believes the company falsified financial statements and will recommend as early as September that the Financial Services Agency impose a fine, the business daily said, citing sources.

    A source familiar with the matter told Reuters that regulators will begin studying the case to weigh potential penalties after the committee announces its findings on Monday.

    An SESC spokesman declined to comment, while Toshiba officials were not immediately available for comment.

    A separate source familiar with the matter said on Friday that the committee's report was likely to conclude that top executives - including CEO Hisao Tanaka, and former company presidents Norio Sasaki and Atsutoshi Nishida - had been aware of delays to the booking of losses.

    Toshiba expects to take up to $3 billion in charges related to six years of improper accounting.

    Buckingham Palace was last night braced for new embarrassment as turmoil continued over leaked footage showing the Queen performing a Nazi salute as a child.

    An explosive Channel 4 documentary is set to reveal details of how Prince Philip's sister met and admired Adolf Hitler, whom she described as a 'charming and seemingly modest man'.

    Three of his sisters were married to senior Nazi officers – one a colonel in the SS – and when Philip attended a family funeral in Germany in 1937 he was confronted by crowds giving the Heil Hitler salute. The documentary includes previously unseen extracts from a private memoir in which one sister talks of her early admiration for Hitler.

    Meanwhile the footage showing the Queen performing a Nazi salute as a child could have been accidentally leaked by Buckingham Palace, it has been reported. 

    The Duke of Edinburgh, now 94, served bravely in the Royal Navy during the Second World War and his family's history is no secret. But the Palace will not welcome a fresh focus on his sister's links to the Third Reich while controversy continues over the footage of the Queen.

    The grainy film was shot in 1933, months after Hitler came to power and six years before the start of the Second World War. It shows the then seven-year-old Princess Elizabeth playing with a dog on the lawn at Balmoral with her sister Margaret, before raising her arm in a Nazi salute. 

    Her mother, the future Queen Mother, and her uncle Edward – later Edward VIII – are also shown in the pose. Her uncle appears to be showing them how to perform the Nazi salute, which even then was recognised internationally as a sign of obedience to Hitler.

    Royal aides are investigating how the 17-second black and white film clip came to be published by The Sun, and Buckingham Palace has not ruled out legal action. The Mail has learned the footage was obtained by a researcher with 'access to the royal archives'.

    It emerged last night that the edited clip was allegedly used in an exhibition at the Palace last year.

    It may have been inadvertently released to a documentary maker after a flurry of requests for the unseen royal home movies, according to the Daily Telegraph.

    Buckingham Palace is considering taking legal action over the footage.

    The Palace has launched an inquiry into how the 17-second black and white film came into the hands of The Sun newspaper. 

    Meanwhile the Channel 4 documentary is set to reveal how animosity to the Queen's marriage to Philip was fuelled by fears about his family's links to Nazi Germany. In the previously unpublished memoir, his older sister Sophie – a godmother to Prince Edward – wrote of entertaining both Hitler and his henchman Hermann Goering before they rose to power.

    She said she and her husband were 'impressed' by Hitler and his plans for Germany's future, although she wrote they had 'fundamentally' changed their view some years later. Sophie joined the Nazi Women's Auxiliary and was photographed at Goering's wedding, on the top table with Hitler, and her husband Prince Christoph von Hessen was head of the SS in the Air Ministry.

    The couple named one of their sons Karl Adolf in Hitler's honour after meeting the Nazi leader in 1931 or 1932, before he became the German Chancellor.

    Philip's sister said Goering had been 'very enthusiastic' about the Nazi party and its leader, and had urged her and her husband to meet Hitler in person. She noted in her memoir, written in old age: 'As Germany was going through hard times and there was a lot of poverty and general dissatisfaction everywhere, we were interested to hear about the great improvements his party was planning to do.

    'As Goering was insistent we should meet Hitler personally, we decided to ask him to lunch at our flat… I have to say here, that, although Chri [her husband Prince Christoph] and I changed our political view fundamentally some years later, we were impressed by this charming and seemingly modest man, and by his plans to change and improve the situation in Germany.' 

    Sophie's memoir was never published and the Channel 4 documentary Prince Philip: The Plot To Make A King – due to be aired on July 30 – is the first time it has been made public by her family.

    Three of Philip's four sisters married German officers and when he travelled to a family funeral in Darmstadt in 1937 he was photographed walking through ranks of troops and crowds giving the Nazi salute. His sisters were excluded from receiving invitations to his wedding to the future Queen in 1947 because of their links to Nazi Germany.

    But Sophie, whose husband Prince Christoph was killed in 1943 and who remarried to Prince George William of Hanover, was made a godmother to Prince Edward in 1964 and was a frequent visitor to the Royal Family.

    Last night Buckingham Palace officials said they 'were not aware' of the Channel 4 documentary and 'have nothing to say'.

    There can be no suggestion, however, that the Queen, Prince Philip or the Queen Mother were in any way Nazi sympathisers. Philip served Britain with distinction during the Second World War, while his future wife and mother-in-law became inspirational figures of wartime defiance.

    Philip's mother, Princess Alice of Greece, was awarded the title of Righteous among the Nations for her part in sheltering Greek Jews from the Gestapo.

    Regarding the Balmoral footage, historians have stressed that Hitler was a much derided figure in Britain in the early 1930s, and that the film appears to show the Queen Mother making fun of the Nazi salute.

    Princess Elizabeth would have been too young to understand the gesture. But her uncle Edward, who abdicated to marry American socialite Wallis Simpson, faced numerous accusations of being a Nazi sympathiser.

    The couple, by then the Duke and Duchess of Windsor, were photographed meeting Hitler in Munich in 1937, when Edward was said to have given a Nazi salute, although he later claimed it was a 'soldier's salute'.

    Buckingham Palace has said it was 'disappointing that the film, shot eight decades ago and apparently from Her Majesty's personal family archive, has been obtained and exploited in this manner'. 

    It is understood its investigation will consider how the film fell into the hands of The Sun and will call in police if there is any suspicion of criminal activity. 

    Aides will have to consider if the footage could have been copied or stolen, or whether it could have been inadvertently handed to film-makers for a documentary. 

    A senior royal source stressed that they had not yet embarked on legal action but made clear that the Palace was considering 'all avenues', including whether there has been a breach of the Royal Family's copyright.

    The Sun has refused to reveal how it got the film but insists the 'original film remains under lock and key'.     The publication has led to calls for greater access to the royal archives to help historians to document the Royal Family's wartime role. Culture Secretary John Whittingdale said he understood why the Palace was upset. But asked if the newspaper was right to publish, he told BBC1's Andrew Marr Show: 'That is a matter for The Sun. It is an editorial judgment. It is up to the Press to decide what is and what is not appropriate to print.'

    As the American Psychological Association copes with the damage reaped by an independent investigation that found it complicit in US torture, the group announced on Tuesday that its chief executive officer, its deputy CEO and its communications chief are no longer with the APA.

    All three were implicated in the 542-page report issued this month by former federal prosecutor David Hoffman, who concluded that APA leaders “colluded” with the US department of defense and aided the CIA in loosening professional ethics and other guidelines to permit psychologist participation in torture.

    Despite rumors of the three oustings circulating for over a week, the APA framed the departures of longtime executive officials Norman Anderson and Michael Honaker as “retirements”. Rhea Farberman, who served as APA’s communications director for 22 years, “resigned”, the APA said in a statement.

    While CEO Anderson’s retirement was scheduled before the Hoffman report was released, the APA stated: “Dr Anderson felt that moving up his retirement date to the end of 2015 would allow the association to take another step in the important process of organizational healing, and to facilitate APA’s continuing focus on its broader mission.”


    Psychologist accused of enabling US torture backed by former FBI chief


    Anderson, Honaker and Farberman join Stephen Behnke, the APA’s former ethics chief also implicated in torture, in the first wave of APA departures as the organization seeks to rebuild its credibility. Behnke has issued a combative statement threatening unspecified legal action.

    “This is a major step toward reforming the APA and the profession,” said Stephen Soldz, a longtime APA critic on torture affiliated with Physicians for Human Rights.

    “I hope it is only the beginning of change. The selection of the right CEO will be crucial.”

    Soldz is part of a group pushing for the APA to refer the Hoffman report to the FBI and justice department for potential criminal inquiries. Thus far, the APA has committed to providing the report to the Senate committees overseeing the military and CIA, and a call to end all psychologist participation in US interrogation and detentio... is slated for APA consideration at a major conference next month.

    Thus far, there is no indication from the justice department that it intends to revisit the politically fraught question of legal accountability for torture, which ended in 2012 without prosecutions. The defense department, which still assigns psychologists to Guantanamo Bay, has yet to comment; and the White House has stayed out of the fray.

    Hoffman’s report identifies Behnke, a defense department contractor, as a chief culprit in maneuvering the APA toward loosening its opposition to torture while denying doing any such thing; and the departed APA officials as complicit.

    Behnke undertook “extensive efforts to manipulate” the APA’s council of representatives “in an effort to undermine attempts to keep psychologists from being involved in national security interrogations”, Hoffman found. Other “APA officials involved with Behnke in these efforts included “Anderson, Honaker [and] Farberman”.

    Nevertheless, Farberman insisted to the press that the APA had taken a consistent position against torture.

    After the Guardian reported that the APA had declined to take action against a psychologist who participated in a brutal Guantanamo interpretation, Farberman told the Guardian: “A thorough review of these public materials and our standing policies will clearly demonstrate that APA will not tolerate psychologist participation in torture.”

    It is unclear if the three officials are the APA’s last to leave. Barry Anton, the APA’s current president, is also listed in the “Key Players” section, as Anton is said to have “participated in the selection” of members of a critical task force on psychologist involvement in torture that was stacked with US defense department officials.

    The APA will meet in Toronto beginning on 6 August for its annual convention, which former president Nadine Koslow told the Guardian she expected to be consumed with the issue of what reforms the organization must adopt in the wake of the Hoffman report.

    The cherished comet lander Philae has stopped responding at one of the worst possible times

    Last November, the European Space Agency made history by landing the first probe, called Philae, onto a comet.

    But the landing didn't go as planned and Philae, instead of landing in the sunny spot that ESA scientists had chosen for it, ended up in a shadowy corner of the comet. Without sunlight to feed its solar-powered instruments, the little lander remained awake for only about 60 hours after touchdown — not even a fraction of the time scientists had hoped it would live for on the comet.

    However, when Philae went silent late last year, scientists anticipated that as the comet approached the sun, the lander might gain new life as the sunlight striking the comet grew stronger. And their hopes were confirmed on June 14 when Philae phoned home for the first time in about seven months.

    But now the lander has fallen silent, once again, the ESA announced on its Rosetta mission blog on July 20. They've tried to get the Rosetta satellite, which is in orbit around the comet, to communicate with Philae, but since July 9 the lander hasn't picked up.

    This is a bad time for the lander to play shy, because it's just 22 days before the comet will reach its closest approach to the sun — when the most sunlight will be striking the surface of the comet and when Philae has the best chance to fuel up and use its instruments on board to study the comet.

    Comet 67P/Churyumov-Gerasimenko, the one the lander is supposed to be exploring, takes 6.5 years to orbit the sun, which means Philae won't get another chance like this for another 6.5 years.

    Although scientists are not quite sure what's going on with Philae, they suspect the desk-sized lander has shifted its position and now it's antenna is pointing in a different direction. This could be why the Rosetta satellite has not been able to lock signals and speak with Philae.

    If the lander has shifted position, it's plausible that Philae ended up on uneven terrain. Comets are active objects. They have ice beneath their surface, which sublimates — changes from a solid to a gas — and once the ice is gone, the ground above it has less overall structural support and can weaken as a result.

    What's more, Rosetta has its own problems. The spacecraft will soon have to distance itself from the comet, which has become increasingly active in the past few weeks, the ESA said. That's because as the comet gets closer to the sun, the ice below the surface sublimates at a higher rate into space and in the process can fling tiny, solid bits off the surface, which could potentially damage Rosetta.

    Starting July 24, Rosetta will move farther away from the comet and and will therefore have a tougher time reaching out to Philae. But ESA scientists aren't giving up yet. If Philae's momentous awakening last month taught them anything, it was dare to hope for the best:

    "Several times we were afraid that the lander would remain off – but it has repeatedly taught us otherwise," said Stephan Ulamec, the lander's manager, in the ESA Rosetta blog entry.

    CNN)Lord Sewel, a deputy speaker in the upper house of the UK Parliament, has resigned from his post after video emerged that allegedly showed him snorting cocaine in the company of prostitutes.

    Sewel, whose responsibilities included upholding standards in Westminster, also appears set to face a police investigation over the scandal.

    "Today's revelations about the behavior of Lord Sewel are both shocking and unacceptable," Baroness D'Souza, the speaker of the House of Lords, said in a statement Sunday. "Lord Sewel has this morning resigned as chairman of committees."

    In one scene, the edited video that was published by The Sun on Sunday, a British tabloid newspaper, appears to show Sewel inhaling a line of white powder with a rolled up 5 pound note.

    The video also includes snippets of conversations allegedly between Sewel, who is married, and the female sex workers. In the dialogue, he seems to make a thinly veiled reference to cocaine, as well as a derogatory remark about women.

    The Sun reported that the events depicted in the video, as well as other compromising acts, took place in Sewel's London apartment near the UK Parliament in recent weeks.

    The chairman of committees is first among a panel of 20 to 25 deputy speakers in the House of Lords. Sewel, whose full name is John Buttifant Sewel, had held the politically independent position since 2012.

    Before that, he was on the side of the Labour Party, serving as a government minister between 1997 and 1999. During that time, he worked on efforts to set up the new Scottish Parliament.

    The Labour Party, now in opposition, said it had suspended Sewel following the allegations in The Sun.

    A report by Amnesty International on alleged atrocities in Rafah during last year’s conflict with Hamas claims Israeli forces killed at least 135 Palestinian civilians, including 75 children, following the capture of a soldier.

    Philip Luther, director of Amnesty International’s Middle East programme, claimed that the “relentless and massive bombardment” that ensured in residential areas of Rafah was a direct response to the capture and displayed a “shocking disregard for civilian lives”.

    “They carried out a series of disproportionate or otherwise indiscriminate attacks, which they have completely failed to investigate independently,” he added.

    “This report presents an urgent call for justice that must not be ignored.

    SECURITY experts issued a terror warning for the Queen last night after an investigation by Express.co.uk found that detailed flight plans for the Royal Helicopter can be accessed using a mobile phone app.

    Terrorists wanting to target the monarch could easily use the downloaded software to track the exact location of the official helicopter in real time – revealing the altitude, speed, GPS coordinates and route of the flight.

    Terror analysts are warning the information could lead to a “cataclysmic” incident where the data could be used to initiate a remote controlled drone that could target the helicopter mid-flight. 

    Alternatively, would-be attackers could station themselves under the flight path and use a rocket-propelled grenade to bring the chopper down.

    Express.co.uk used the £2.99 app this week to follow the Queen’s Sikorsky S76C helicopteras it took off from a location close to her favoured holiday home in Sandringham.

    The flight was tracked as it crossed London, flying just a few hundred metres up and clearly visible from the ground, before landing to the south-west of the capital. 

    The app showed the aircraft was flying at just 1,307ft – well in range of even a crude surface-to-air missile – and at a speed of just 150 mph.

    FlightRadar24, a live flight tracker that can be used anywhere in the world to follow aircraft in flight, provided the exact route of the official helicopter, alerting people on the ground to the important passenger flying overhead.

    Royal commentator Richard Fitzwilliams said the potential security breach “could be exploited by terrorists”.

    He described the Queen's Helicopter as “an ideal way of transporting members of the royal family to engagements”.

    But the expert added: “If its route can be monitored...it poses the problem as to how you combat advances in technology which could be exploited by terrorists. 

    “The need is to be one step ahead all the time.”


    The helicopter costs around £1.5million each year

    Royal air travel costs close to £1.5million each year - funded by taxpayers through the Department for Transport.

    The Royal chopper, which is based at RAF Odiham in Hampshire, stopped using civilian pilots in 2013 amid a security scare after another helicopter crashed into a crane in fog, killing the pilot and a pedestrian in Vauxhall, London.

    The Queen’s machine is fitted with just six seats and is capable of a maximum speed of 178 mph with a range of more than 400 miles.

    It shows twelve journeys were made in just the last week, with flights departing from Oxford, Southampton and London listed.

    The high-level of transparency has attracted criticism from security experts, who fear criminals could monitor flight routes over time to build up a detailed picture of the Royal Family’s travel schedule.

    The former head of the Met’s Royalty Protection Squad, retired chief superintendent Dai Davies, urged the Royal Family’s current protection team to always be “one step ahead”.

    Tony Blair could be made to stand trial for war crimes, according to the current Labour leadership contender Jeremy Corbyn.

    The veteran left winger said the former prime minister was reaching the point when he was going to have to deal with the consequences of his actions with the coming Chilcot inquiry report.

    “I think it was an illegal war,” he said in an interview with BBC2's Newsnight adding that former UN secretary general had confirmed that. “Therefore he (Blair) has to explain that,” Corbyn said.   

    “We went into a war that was catastrophic, that was illegal, that cost us a lot of money, that lost a lot of lives,” he added. “The consequences are still played out with migrant deaths in the Mediterranean, refugees all over the region,” he said.

    Pressed on whether Mr Blair should be charged with war crimes, he said: “If he's committed a war crime, yes. Everyone who's committed a war crime should be.”

    However, he admitted he didn’t know whether Blair would be tried, although he said it might be possible.

    His remarks are likely to infuriate Mr Blair's supporters in the party while once again highlighting the deep divisions that remain over the most controversial decision of his premiership.

    Blair recently attacked Corbyn’s platform as “old fashioned” and claimed he was the “Tory preference” to lead Labour.

    The former Prime Minister also claimed a ”traditional leftist position“ was not the way to win a general election, despite growing support for the Islington North MP.

    Torture Is Bad. So Psychologists Helped the US Redefine It

    After the 9/11 attacks, the US government was willing to do anything to catch the perpetrators. “Anything” included subjecting detainees to simulated drowning, sleep deprivation, and fear-inducing tactics like letting attack dogs snarl and bark inches from their faces. To some, these tactics looked like torture.

    But the US doesn’t torture—so the government rewrote its definitions of torture. Not all the necessary revisions came from within, though. A new report says that the nation’s largest professional organization of psychologists colluded with government officials to make its own rules more permissive, allowing health professionals to do what had formerly been ethically off limits.

    The Hoffman report (so named because the principal investigator is a lawyer named David Hoffman) was commissioned by the American Psychological Association to examine a 2005 APA publication called the Psychology Ethics in National Security document (PENS). This document, voted into policy by APA leadership at the time, outlined the conditions in which a psychologist could ethically work alongside military and intelligence interrogators. Critics from within and without the APA had—since the document’s inception—suspected foul play. The Hoffman report lays those accusations bare, by showing that the APA’s head of ethics had been directly working with the military to create a back-scratching policy.

    Taken on its own, the PENS document doesn’t seem problematic. It was created in response to a seemingly honest query: “The APA has a division of military psychologists, and they were really asking for some guidance,” says Susan McDaniel, the APA’s incoming president, and member of the committee that commissioned the Hoffman report. “And the APA responded to that.” In content, the PENS document approved of APA members advising military and intelligence interrogators, so long as they did it under the APA’s ethics rules.

    But taken in context, PENS was the final twig in a regulatory nest that gave members of the US government—including vice president Dick Cheney—the authority to claim that their interrogation tactics were safe, legal, ethical, and effective.

    The Hoffman report is 542 pages long. It took eight months to report and write, and contains testimony from nearly 150 sources from current and former APA staff members and leadership, APA critics, government officials, and members of the PENS-drafting committee. But the most damning evidence came from emails recovered from a deceased behavioral scientist with connections both at the APA and the US government.

    All together, the report lays bare that APA’s then-ethics director Stephen Behnke had directly collaborated with a military liaison to stack the committee’s deck so they would draft PENS in a way that fit into existing government rules about torture.

    Some of the most damning evidence, according to those critics, was apparent from the outset: Six of the nine PENS committee members had worked for the military or an intelligence agency. And five of those six had worked in detainment centers already using enhanced interrogation techniques. PENS was written over just three days, and voted into policy during an emergency session of the APA’s leadership a few days later.

    Although the Hoffman report has forced the resignation or retirement of many key APA leaders—CEO Norman Anderson, Deputy CEO Michael Honaker, public relations director Rhea Farberman, and ethics director Stephen Behnke—it hasn’t yet prompted any institutional changes. Those won’t happen until August, when the APA’s Council of Representatives meets to consider the Hoffman report, and the Independent Review Council’s recommendations.

    These include, first and foremost, a strict ban on psychologists working with military or intelligence interrogators. It also calls for reviews to the organization’s ethics statement, and systematic checks and balances. With enough attention, the APA hopes it can prevent a PENS-like collusion from ever happening again.
