Several lanes at the intersection of Windhorst Road and Parsons Avenue in Brandon remained closed for the indefinite future as county workers tread carefully in determining what caused a section of the roadway to collapse July 19.
“We have to be really careful at that intersection because there are lots of utility lines in the area,” said Hillsborough County spokesman Patrick Murray. "We have a sewer line and a water line there and we have to make sure there are no other utilities, so we have to be careful drilling.”
At the scene, late afternoon July 22, barricades were seen at the intersection, with drilling under way.
Crew workers first believed a 16-inch sewage pipeline beneath the intersection might have caused the collapse of the 6-foot-square section of roadway on July 19, according to a county report.
But the sewer line was dug up and found to be intact. Now the county is testing the intersection for sinkholes — but carefully, as Murray noted.
Additional detours and lane closures are possible as crews dig up the line for inspection and any necessary repairs.
Motorists who must travel through the intersection are warned to expect delays.

Four workers were killed and eight others injured when a school building under construction caved in on the premises of the posh SRS Residency Towers located in Sector 88 today. Four construction workers had died yesterday after the wall of a pit collapsed at a stone-crusher unit here.

Faridabad Deputy Commissioner Balraj Singh said the number of casualties and those injured could rise further as more workers were feared trapped in the debris.
The rescue operation was on, he added.
The injured have been admitted to various hospitals in Faridabad, where the condition of one of them was serious.
Those killed included Gopal (25) and Deepak (35), both from Bihar.
Police Commissioner S Kapur along with the Deputy Commissioner supervised the rescue operation. Haryana Labour Minister Shivcharan Sharma also visited the scene.
Sources said the 500 sq yd plot on which the school was coming up was originally a playground, but the SRS management allegedly leased it out to Sukhversa Malhotra of Delhi, who was constructing the school.
Faridabad SDM S Sarwan said a criminal case would be registered against the SRS management and Sukhversa Malhotra.
A team from the National Disaster Relief Force (NDRF) was requisitioned in the evening to speed up the rescue operation.
Around 300 police personnel, including jawans from the HAP, were engaged in the rescue operation. Over five fire tenders and JCB machines were also pressed into service.
The Residency Towers comprises over 10 multi-storeyed buildings. As a precautionary measure, the authorities have temporarily evacuated the two towers adjoining the ill-fated school building.
Gopal Mishra, a vegetable vendor who witnessed incident, said the structure crashed suddenly, leaving little time for the workers to escape.
The authorities said the exact cause of the collapse was not yet known but suspected inadequacy of plinth or sandy nature of the soil to be behind the accident.

A three-story building under construction has collapsed in the port city of Taganrog, killing at least five people and wounding twelve. Nine people are still missing, RIA Novosti reports, quoting the Ministry of Emergency Situations.
"Fourteen people have been pulled out of the rubble; five of them have died," the Ministry says. "Up to nine people may remain in the debris."
Twelve people have been taken to hospital; according to the local Health Ministry; condition of seven of them is serious to critical.
Around 30 construction workers, some of them foreigners, were reportedly at the scene when the building crumbled. Some of the workers were evacuated in the wake of the incident.
Up to 300 people are working at the scene searching for those missing and removing the debris.
The cause of the collapse remains unclear, but local authorities suspect errors in construction. The construction cite is reported to belong to a local investor who was planning to build a small-sized appartment house.
A criminal case has been opened into the deaths, citing charges of security violations at construction sites which lead to deaths of two or more people. Police are also checking if migrants working at the site have job permits and visas.
Taganrog is a port city of over 250,000 people on the northern coast of the Sea of Azov.

A desperate rescue operation is ongoing in east China's Zhejiang Province after a six-storey building collapsed today.
One woman has died in the accident, with at least one other woman believed to be buried in the rubble. It is unknown if she is alive at present.
The firefighters' efforts are being hampered by the sheer amount of rubble, as the woman lived on the second floor.

The incident happened in Jiangdong district of Ningbo City around noon local time.
The Shanghai Daily have reported that the woman was pulled from the debris and taken to a nearby hospital at around 4.50pm local time, but efforts to revive her failed.
Inhabitants of the building, that was built in 1989, had complained to authorities of cracks in the framework.
This led to community workers instructing the 18 families who lived there, to move out of the tower block.

Ningbo is is a seaport city in the northeast of Zhejiang province, People's Republic of China, holding sub-provincial administrative status and separate state-planning status.
It's climate is described as 'monsoon-influenced' which can evidently affect buildings and other structures and the longevity of them.
The disaster will come as a setback for the ruling authority of the Chinese City, only two days after it negotiated a deal with the UN that will see it extend its sustainable development programme.
Fears will now turn to other buildings in the immediate vicinity, as there are a large number of tower blocks, all of similar build, that may be unsafe to live in.

Palermo, December 18 - Three people are dead and a woman is missing after two buildings collapsed in the Sicilian city of Palermo overnight. Firefighters have found the bodies of a married couple in their 80s and a 54-year-old man who is related to them in Via Bagolino, a street in the area of Palermo's shipyards. They are digging in the rubble to try to find another woman aged 74. The number of victims would have been higher if the firefighters had not ordered an immediate evacuation of the buildings after being called when residents heard strange noises and noticed cracks in walls were getting bigger. "Today the noises worried us more than usual and we called the fire brigade, who immediately had us evacuate," said one of the survivors, Giuseppina Ferrara. "A few minutes later it all came down". Seven people were injured, including three children. Rescuers managed to pull a small dog out of the rubble alive. Palermo Mayor Leoluca Orlando rushed to the scene of the disaster to help oversee operations. Twenty people were made homeless by the collapses. Palermo prosecutors have opened an investigation.

Lucky escape for Harrogate residents as gable end collapses in storms

Fire crews, engineers and gas safety personnel carried out inspections and allowed most of the residents to return, but those living in the top storey have been forced to move to temporary accommodation.
North Yorkshire Fire and Rescue Service say the collapse was caused by "weathering."

These events are not isolated incidents. They are directly related to the presence of Planet X in the solar system and its ever closer approach to Earth.

Downtown Shanghai building collapses overnight

The top floors of an office building in central Shanghai collapsed in the early hours of Sunday morning. The building was the 'Sichuan Building' situated at the junctions of Yan'an East road and Sichuan road, close to the Bund. The collapse spread debris onto the streets, causing traffic problems, but no-one was seriously injured.
Officials said that both roads were still closed off but should be opened by Sunday evening. They also speculated about the cause of the collapse saying that building was currently being re-decorated and that police and safety administrators were looking into the cause.
When reporters spoke to residents, some said that they thought the collapse was an earthquake another said "this building is several decades old, how can it suddenly just fall down one night? It was lucky that it didn't fall on anyone."

A building has collapsed in Alexandria leaving fifteen people dead and eight injured

Residents living in the neighbourhood of the eight-storey building, in the Ma’amora district of Alexandria, claimed it was built illegally five years ago. Abdel Moneim El-Sharkawy, undersecretary of the Ministry of Health in Alexandria, has

Secretary General of the governorate of Alexandria Ahmed Saleh confirmed during a phone call with CBC TV channel that civil security forces are still looking for residents of the building in the rubble. He added that the building contained 24 apartments.
Civil security forces used trucks and bulldozers to remove rubble in the search for survivors.
Additionally, they evacuated residents of two neighbouring buildings that are also in danger of collapse. The buildings, one six- and the other nine-storey, are metres away from the collapsed building.
Military and naval forces are also participating in the rescue operations.
Injured residents have been transferred to Abu Qeer and Tosson hospitals and the dead have been removed to the morgue.
The collapse is the second high-profile deadly incident in two days in Egypt. A train crash in Badrashein in Giza killed 19 and injured 120 passengers early on Tuesday morning. The clash provoked outrage and protesters attempted to stop train from different railway stations across Egypt. Twelve activists were arrested on Tuesday when they attempted to prevent trains at Egypt Railway station in Alexandria from departing.

Nairobi — The death toll in Kisumu following the collapse of a building under construction on Wednesday night evening has now reached seven.
Two of the victims were killed on the spot while the other five died while undergoing treatment at local hospitals.
A taxi driver who was near the building but escaped unscathed recounted the events leading to the collapse.
"This incident found me when I was near the building. I was talking to the watchman there when we had a loud bang. We thought it was a bomb. When I looked out, I saw that it was the building which had collapsed," he said.
Western Kenya Red Cross coordinator Emmanuel Owako said they were able to communicate to the foreman who was among people trapped under the rubble using his mobile phone.
"We have had 35 who were rushed to hospital. Nine of them were admitted to the Kisumu District hospital while the rest were taken to the Russia Provincial hospital," he stated.
Our correspondent in the lakeside town says rescue efforts are set to resume on Thursday to save lives of those who are still trapped.
The building came crumbling down at about 5.30pm Wednesday when the builders were doing the last touches before they wind up the day's work.
Eye witnesses reported hearing a loud bang followed by screams then heavy dust engulfed the whole place making it difficult for members of the public to rush to their rescue.
The building located next to Imperial Hotel on the busy Jomo Kenyatta highway brought traffic to a halt as the public made frantic efforts to access the accident scene.
Passersby were the first casualties as they were hit by flying debris as vehicles were also destroyed during the incident that attracted a mammoth of crowd.

House collapses on South Side; no one hurt
No one was injured when a vacant house collapsed Saturday night in the Grand Crossing neighborhood on the South Side, authorities said.
The two-and-a-half story building collapsed about 11 p.m. in the 6300 block of South Evans Avenue, Deputy Fire Cmsr. John McNicholas said.
By interviewing neighbors and using body-sensing technology, firefighters determined the home had been unoccupied when it collapsed, McNicholas said. Firefighters searched the rubble as a precaution and found no one.
The building showed signs of renovations, McNicholas said, but officials are still working to determine what triggered the collapse.

Asheville Fire officials said a building in downtown collapsed Thursday afternoon.
The spokesperson for the Asheville Fire Department said the 5,200-square-foot building built in 1917 collapsed along Carolina Lane.
Officials said there were no reported injuries and crews are assessing the damage. They said the believe the building was in the process of being demolished or under construction.
Asheville police said Walnut Street between Lexington and Biltmore was closed because of the collapse.

GUANGZHOU - At least three buildings collapsed on Monday afternoon after subsidence in Guangzhou, capital of south China's Guangdong Province.
At around 4:40 pm, subsidence occurred at a road junction in the Liwan district of downtown Guangzhou. About three neighboring shop buildings collapsed successively, said rescuers.
There are no casualties from the incident, which was near a metro tunnel construction site, said Guangzhou Metro Corporation on its official Sina-Weibo account, China's version of Twitter.
At 4:20 pm, metro builders found land subsiding near the project site and helped evacuate the area. Afterwards, the ground sank and buildings collapsed, Guangzhou Metro said.
As of 8 pm, rescuers adopted risk-prevention methods by backfilling concrete into the subsidence area. Monitoring statistics show that there is no further risk and the accident site is stable, it said.
According to a witness, surnamed Xu, some trees fell down at about 4:30 pm. Two two-story neighboring shop buildings then collapsed with ground subsidence nearby.
Around 6:30 pm, a shop building of five or six stories collapsed, Xu added.
The cause of the incident is being investigated.

A fireworks truck may have been responsible for destroying a freeway bridge in central China yesterday and killing at least eight people, AFP reports. With the 260-foot span of concrete lying in a heap of twisted cars and trucks, China National Radio first reported the death toll at 26, but state media scaled that back to eight dead and 13 injured. Witnesses heard an explosion but disagreed on whether the fireworks truck caused the collapse or blew up on impact, reports Australia's News Network.
Users of Chinese social media were wary of blaming the truck: ''Firecrackers and fireworks are not enough to destroy a bridge,'' wrote one user on China's equivalent of Twitter. "If a poor quality bridge is destroyed by firecrackers going off, it's not a question of a loss of face, some officials have to be fired."

Eight dead in Pakistan building collapse

A three-story residential building partially collapsed yesterday morning in east China's Ningbo City, killing two and injuring five residents.
The accident took place at about 11:30am. About half of the building collapsed.
People living in the neighborhood said there was a noodle production plant in the building, and they suspected the collapse was caused by the explosion of a boiler in the plant, according to China Central Television.
Rescuers were still checking the debris late yesterday in case anyone else was trapped.
It was the second recent case of structures collapsing in Ningbo. A six-story building collapsed at noon on December 16 in Jiangdong District after residents found cracks in the structure. A total of 256 households living in eight buildings in the area were evacuated and resettled temporarily in seven hotels by the local government.
A 24-year-old woman surnamed Dong was rescued from the debris of the collapsed building after having been buried nearly 23 hours.
Most of the families living there had been evacuated during the morning but Dong and a 21-year-old woman who shared an apartment on the second floor were still in the building when it collapsed.
Dong's roommate, who has not been named, was pulled from the debris at 4:45pm on December 16, but later died.
Ningbo's housing authority said the building's base had no damp-proof coating, common in the late 1980s, China News Service reported. Decades of soaking by rain had undermined an underground load-bearing wall, leading to the collapse.

The Legion Post #315 sat on Main Street in the center of town. The building was used by roughly 80 members who met on the first Thursday of every month.
The building also hosted regular suppers to benefit the post.
No one was inside at the time of the collapse. A member noticed bricks falling off the east side wall Sunday morning.
"It had a little hole on the east side wall about six foot high and maybe ten or twelve foot long where the bricks had fallen out of it, so I didn't pay much attention to it then," said member, Charles Bragg.
The meeting for this Thursday has been moved to the Burlington Junction Methodist Church at 7 pm.

A building near Damoria bridge collapsed on Tuesday morning due to dust storms and rainfall.
The building belonged to Jagdish Lal, 56, who had a small shop of auto spare parts in the front portion while the upper portion was rented out.
Sudesh Kumar, the brother of Lal, and his son Varun were injured when the building collapsed. While the former suffered head injury, his son got his shoulder injured.
Lal told Ludhiana Newsline, "The building was very old and weak, and we told the tenant a number of times to remove heavy hoardings from it but he never listened to us. Moreover, we are already fighting a property dispute for the building due to some old issues."
"We have already consulted our lawyer and made fresh allegations against the tenant for installing heavy hoardings despite warning. All our cycles and scooters which came for repair are destroyed in the collapse. Actual loss is yet to be assessed,'' said Varun.

The Lianfeng reservoir outside Urumqi began to lose water around 6am February 2 when a retaining wall collapsed, sending as much as 100,000 cubic meters of water into the nearby Kaziwan village.
Surface water quickly froze as temperatures hovered around -15 C Saturday. A 65-year-old villager apparently drowned and 20 residents were treated for possible lower-leg frostbite after standing in the freezing water before being rescued, Xinhua reported.
"Many of the 20 injured, aged from 4 months to 78, were treated for frozen feet and ankles," a director surnamed Liu from the Second Affiliated Hospital of Xinjiang Medical University told the Global Times.
Authorities say they are still investigating the cause of the accident. The dam had been declared "dangerous" last year, with a reinforcement project having been begun late last summer.

Municipal commissioner Dilip Rana has assured proper medical aid to the injured. “The building is still under construction and only labourers had occupied it,” he said, adding that all the injured are “out of danger”.
Emphasising that the role of the builder would be investigated, Rana said building material samples have been sent for testing.
Builder Vipul Kotecha, meanwhile, claimed that all the safety measures were followed in the construction and that he smelt a conspiracy in the incident. “Out of four wings, only one collapsed. This doesn’t happen due to poor construction or faulty planning. Had the construction been of bad quality, all the wings would have collapsed. We have reported this to the mayor and we want senior PWD (Public Works Department) officials to probe the case,” he said.
While PWD and Mahanagaparplika officials, who visited the spot, are expected to probe the incident, the local police have filed a case of accidental death and investigations are on.

A three-storey building collapsed in Alexandria early on Sunday leading to one dead and four injured.
The building, located west of Alexandria in Moharram Bek, collapsed at dawn.
The Civil Defence Forces managed to recover a body from under the rubble, while four people were injured in the collapse.
Alexandria Governor Mohamed Abbas Atta has announced the end of the rescue operations and added that families of the dead will receive EGP 10,000 and the injured EGP 5,000.
He added that a restoration order was issued for the collapsed building but it was not implemented, reported state-owned news agency MENA.
Minister of Defence Abdul Fatah Al-Sisi ordered ambulances, fire engines and search and rescue groups to the place of the accident.
Prime Minister Hesham Qandil contacted Governor Abbas Atta and demanded an urgent report on the reasons for the collapse, state television reported.
Qandil also inquired about the inspection campaign he had ordered earlier to assess the status of different buildings and remove ramshackle structures.
This follows a series of illegal buildings collapsing in Alexandria; in July 2012 a building collapsed in Gomrok claiming 20 lives, while in the same week a mother and her two daughters died under the rubble of their home in.... Italy: Apartment building collapses near Naples seafront
Naples, 4 March (AKI) - Part of a three-storey apartment block collapsed on Monday in the southern coastal city of Naples, damaging a parked bus and a police car but there were no initial reports of casualties.
Creaking sounds were reportedly heard shortly before the period building's collapse and those inside at the time apparently managed to flee.
"I saw the building come down and there wasn't much time to escape. I was in the street at the time and saw about 10 people rushing outside, screaming," a local resident was quoted as saying.
"The fire brigade was shouting 'get out, get out'," said another resident in the downtown Riviera di Chiaia district near the seafront, where the apartment building is located.
Rescue teams were reported to be combing through the rubble as a precaution and a 37-year-old woman who was showering in her apartment at the time of the collapse was taken to hospital in her bathrobe in a state of shock.
The bus had no passengers inside when the building collapsed and the police car was also empty at the time.
Nearby schools were evacuated in Riviera di Chiaia and the area was reported to be without water after the building's collapse.
Local officials were reported to be surveying the building, where residents had repeatedly reported leaking water dripping from walls and ceilings and cracks that had appeared on walls on the first and top floors.

Part of a building that houses a Central Business District restaurant collapsed early Tuesday morning, a spokesman for the New Orleans Fire Department said. According to the spokesman, the four-story building, which houses Singha Thai Cafe at 413 Carondelet Street, collapsed about 2:10 a.m. Tuesday.
The New Orleans Fire Department responded to the collapse and said there were no injuries reported. The cause of the collapse is still unknown, the spokesman said, adding that there was no fire underway at the time.
The investigation has been turned over to the city buildings inspector, the spokesman said.
Calls made to the restaurant or its owner were not immediately answered. Check back with NOLA.com for updates on this story.

Building in East Liverpool Collapses
Dresden Avenue was blocked off this evening after the top four stories of building collapsed around 5 p.m.
Most of the damage was on the inside of the building. The top four floors collapsed but some of the front-wall bricks were still lying on the sidewalk as well.
East Liverpool Assistant Chief Jeffrey Kreefer said that people were in the two businesses located next door, but the collapse did not affect either of those buildings, and no injuries were reported.
The street will be blocked off the remainder of this evening, as well as tomorrow.
The cause was most likely due to old age and poor maintenance.

Tel Aviv building collapses, likely due to old age
By late-afternoon IDF search and rescue teams were on the scene with trained dogs searching for survivors, but police said they don't believe that anyone is trapped inside the rubble.
Tel Aviv police added that they believe the collapse occurred because the preserved building was over 60 years old, and was not the result of a gas explosion as had been previously reported.
Guy Dallal, who lives in the building with his wife, says he was at home when the collapse happened, in his apartment on the other side of the building. He said he felt a shock wave of some sort and left the building, without injury.
Another resident, Sigal, was in her apartment and said she felt the building shaking, at which point she left the building, shortly before her apartment collapsed.
A bulldozer was on the scene around 4pm, working to take down the rest of the building while residents gave testimony to tax authorities.

A two-storey building in Okalipuram collapsed on Monday when Bruhat Bangalore Mahanagara Palike (BBMP) authorities were carrying out repair on a storm water drain adjacent to it. However, no casualties were reported.
According to sources, the BBMP authorities were repairing a drain with the help of an excavator on Monday morning, when a major crack developed on the walls of the building. Immediately, the occupants of the building ran out to safety. At around 10 am, area councillor T Mallesh visited the spot when the building came down.
Srinivas, owner of the building, told Express that the renovated building had been leased out to three families. “We got a call in the morning. Our tenants noticed that the building was shaking in the night. They moved out with a few utensils and clothes,” he said.
Saraswathi, a tenant said, “We noticed cracks on the walls and thought it was due to an earthquake. We rushed outside and stayed in our neighbour’s house.”
About seven months ago, a building in the vicinity had collapsed. Owner of the building, Swamy Kannan, blamed it on the BBMP authorities who were repairing a storm water drain close by. “The repair works made the foundation of our building weak. We lodged a complaint with police and brought it to the notice of the BBMP officers. But nothing changed,” he said.
Officials allege encroachment
BBMP chief engineer (storm water drain ) H C Ananthaswamy said that it could be a case of encroachment. “This storm water drain was constructed 50 years ago. The walls of the drain were weak and we were reconstructing it. We had issued notices to the surrounding houses. They did not vacate,” he said.
He added that in many parts of the city, people had constructed houses next to storm water drains by encroaching on them.
However, Srinivas, owner of the house, said, “I used to stay at Swatantrapalya. But the Corporation wanted to construct a public toilet and I was told to vacate. Later, the Corporation allotted this land (to me) in 1973 and I have all the documents.”

Sheffield city centre building collapse prompts rescues
Four people have been rescued after a three-storey building collapsed in Sheffield city centre.
The mid-terrace building, in Brook Hill, came down at about 14:30 GMT.
South Yorkshire Fire Service confirmed that after the four were rescued, no-one else was found in the rubble.
"A middle section of a row of shops, with flats above, has completely collapsed," a spokesman said. No-one is thought to have suffered any serious injuries.
There was no explosion or fire at the scene, the fire service said.
Empty restaurant destroyed"We had crews on scene very quickly and they were faced with a huge hole in the middle of the three-storey terraced building," said incident commander Stuart Nicholson.
"The first and second floors had collapsed onto the ground floor."
A man and a woman, understood to have been living in one of the flats, were taken to Northern General Hospital. Their injuries are not thought to be life-threatening.
The other two casualties did not need hospital treatment; fire service believes they are workmen who were working on the property at the time of the collapse.
A ground floor restaurant that was destroyed in the collapse was no longer in use.

Tanzania: Dar es Salaam building collapse 'traps dozens'
At least three people have been killed and dozens more are trapped after a multi-storey building collapsed in the centre of the main Tanzanian city, Dar es Salaam, rescue workers say.
Thirteen people have been pulled out of the ruins alive, officials say.
Some 45 people, including construction workers, residents and children from a Koranic school, are missing.
The BBC's Hassan Mhelela says the 12-floor building under construction is now a "huge pile of chaos".
"I thought there was an earthquake and then I heard screaming. The whole building fell on itself," eyewitness Musa Mohamed told the AFP news agency.
Our reporter says a huge crane is pulling out a mass of iron bars to get access to the centre of the building, where some people are thought to be still alive.
Trapped victims are said to have been making phone calls to friends and relatives.
Bulldozers are also being used to move the rubble, our reporter says.
He says there are large crowds of onlookers, as well as rescue workers and armed police officers at the scene.
The collapsed building was near a mosque, as well as other residential and commercial properties in central Dar es Salaam.

TIRANA, Albania - Police in Albania say an abandoned power company building has collapsed in the capital, trapping a 32-year-old man who was collecting scrap metal.
The incident occurred Tuesday, and it was not immediately clear whether the man had survived the collapse of the three-story building in Tirana. Rescuers were looking through the rubble for signs of life and police were alerted by members of the missing man's family.
Scrap metal collection, often in dangerous condition, is widespread in Albania, where many of the 2.8-million population live in poverty.

MUMBAI, India (AP) — A half-finished building that was being constructed illegally in a suburb of India's financial capital has collapsed, killing 31 people and injuring 59 others, police said Friday.
The building in the Mumbai suburb of Thane caved in at 6:08 p.m. Thursday, police said. Rescue workers with sledgehammers and gasoline-powered saws were struggling to break through the rubble in their search for possible survivors.
"There may be (a) possibility people have been trapped inside right now," the local police commissioner K.P. Raghuvanshi said Friday.
Among the 31 dead, were 11 children, police said.
At least four floors of the building had been completed and were occupied. Workers had finished three more floors and were adding an eighth floor when it collapsed, police inspector Digamber Jangale said. Some of the dead were construction workers staying in the building as they worked on it, Jangale said.
The building did not have the necessary clearances from local authorities, he said.
It was not immediately clear what caused the structure to collapse, but Raghuvanshi said the building structure was weak. Police were searching for the builders to arrest them, he said.
"The inquiry is ongoing. We are all busy with the rescue operation; our priority now is to rescue as many as possible," he said.
Police with rescue dogs were searching the building Friday, which appeared to have buckled and collapsed upon itself. Rescuers and nearby residents stood on the remains of the roof trying to get to the people trapped inside. Residents carried the injured into ambulances and one man carried a small child caked white with dust from the wreckage.
Raghuvanshi said rescue workers had saved 15 people from the wreckage.
Building collapses are common in India as builders try to cut corners by using poor quality materials and multi-storied structures are built with inadequate supervision.
A local resident, who did not give his name, said the site was only meant to hold a smaller structure and said officials turned a blind eye to the problem.
"They made an 8 story building of what was supposed to be a 4 story building. People from the municipality used to visit the building but the builder still continued to add floors," he said.

4 workers injured after two houses collapse in Treme
Two historic houses in the Treme neighborhood, which were in the process of being raised, collapsed within minutes on Wednesday morning, injuring several construction workers inside, a statement from the New Orleans Fire Department said. Emergency responders arrived about 11:45 a.m. to a report of injured workers and quickly called for NOFD backup once they arrived at the scene in the 1300 block of Governor Nicholls street and found two houses collapsed into a pile of rubble, authorities said.
Firefighters first searched underneath the structures to ensure that no one had been trapped and then, along with EMS responders, worked to transport and treat several construction workers who were inside one the buildings at the time of the collapse. Four workers were transported to an area hospital with minor injuries, EMS spokeswoman Susan Robinson said.
NOFD officials said that one of the workers sustained a shoulder injury and another a broken arm but said the nature of the injuries suffered by the other two workers was not immediately known.
The two doubles, which date to 1908, had been vacant since Hurricane Katrina and are owned by Providence Community Housing, a non-profit established after the hurricane to renovate damaged properties provide affordable housing for New Orleans residents.
The houses were part of the organization's offsite rentals for Faubourg Lafitte, of which 47 units have already been completed. The two homes would have contributed another nine units for low-to-moderate income families, a statement from Providence said.
The construction company working on the home was PAR Contractors Inc. of New Orleans, a spokeswoman for Providence said.
Andreanecia Morris, vice president of Home-ownership and Community Development for the organization, said that the workers inside of the building heard a loud crack before both structures came crashing down.
"They felt a wind and heard a crack and then tried to get out of there," Morris said. "Both buildings came crashing down almost at once," she said, adding that the building at 1312 and 1314 Gov. Nicholls, came down first. The workers were on the porch of the building on a lunch break when the structure fell, Morris said.
Neighbor Dreka Shantrell, 32, who lives across the street from where the houses used to stand said she was sitting on her front porch when the buildings collapsed.
"Everything fell down all at once. It was so fast and there was so much dust," Shantrell said. "You couldn't see anything at all for a few minutes."
NOFD said in a statement that the incident had been turned over to the City's Department of Code Enforcement.
Terri North, president and CEO of Providence, said members of the Historic District Landmarks Commission were on the scene and condemned the buildings in the aftermath of the collapse.
"We don't know when yet, but the buildings will now be demolished," North said.
"I'm still in shock. We tried our best to preserve them in the best possible way," she said.
Providence previously planned to move 33 historic homes out of the future site of the Veterans Affairs medical complex in Mid-City and into lots around the city to be rehabbed and sold.
But there were numerous problems with the program Providence was participating in, a plan run by the city in coordination with Builders of Hope. The homes sat exposed to the elements for up to six months, and at most a third of them could be salvaged, the group has said.
"PAR Contractors has worked with Providence in the past to restore historic homes without incident," officials at Providence said in a statement.

The collapse sent bricks flying in all directions and badly damaged a vehicle that was parked nearby. The cause is still being investigated and the search is on for an victims, though it's believed no one was inside at the time.
An abandoned Queens building collapsed Friday evening, sending a storm of bricks raining onto the street below.

GUIYANG - At least two people were killed and three others injured in a building collapse in southwest China's Guizhou province on Saturday, local authorities said.
The accident occurred around 6 pm in a brewery in Renhuai city, sources with the municipal government said.
An initial investigation showed that the collapse was caused by the landslide of foundation, on which a workshop is being built.
Rescue work remains ongoing by 11 pm as more people are feared of being trapped.
A further investigation into the cause of the accident is underway.

Osogbo — No fewer than four people were, weekend, feared dead, while three others were injured when a dilapidated building collapsed at Moboreje area of Ikirun, headquarters of Ifelodun Local Government Area of Osun State.
According to sources, the collapsed building located close to a private secondary school and mosque was said to be in a bad condition until it eventually collapsed.
The sources added that the residents were relaxing in front of the building in the evening when the house suddenly collapsed.
It was further gathered that only the occupants who had gone to the mosque for the evening prayers escaped the unfortunate incident.
Efforts by residents of the area to rescue the victims did not yield any positive result.

At least 80 people have been killed and many more are feared trapped after an eight-storey building collapsed on the outskirts of the Bangladeshi capital Dhaka, government officials say.
Frantic efforts are under way to rescue those beneath the debris. Hundreds of people were injured by the collapse.
The army is helping with the rescue operation in the Savar area.
Building collapses are common in Bangladesh where many multi-storey blocks are built in violation of rules.
The eight-storey building contained a clothing factory, a bank and several other shops. It collapsed during the morning rush hour.
Many people have gathered near the scene looking for friends and relatives.
Dhaka resident Tahsin Mahmoo described the scene as a looking like a "war zone" to the BBC, adding that appeals had been put out for citizens to donate blood.
Rescue workers are using concrete cutters and cranes to dig through the rubble, the BBC's Anbarasan Ethirajan in Dhaka reports.
"Already we've rescued three to four hundred people... Now we are cutting through the concrete walls and trying to get inside with the help of sniffer dogs," fire brigade chief Ali Ahmed Khan told the BBC Bengali service.
Many onlookers also joined the rescue effort using their bare hands.
Police told local media that the rear of the building had suddenly started to collapse on Wednesday morning, and within a short time the whole structure - except the main pillar and parts of the front wall - had caved-in, triggering panic.
An eyewitness described the moment of the building's collapse: "It became completely dark on this side. There was a lot of dust from the collapsing debris, so we ran downstairs. When we came out we saw the whole building collapsed."
Only the ground floor of the Rana Plaza in Sava remained intact after the collapse, officials said.

50 more survivors found amid Bangladesh building rubble
Savar, Bangladesh (CNN) -- Rescuers tunneling Friday into the rubble of the eight-story building that collapsed Wednesday discovered another 50 people trapped on what remained of its third floor, an official said.
Bangladesh Fire Service Deputy Director Maj. Mizamur Rahman said rescuers were hoping to free them within a few hours. As the effort was under way, they dropped food and bottled water to those who called out.
Also Friday, a woman who gave birth under the debris was rescued, along with her infant, a fire service official said, according to the state-run news agency Bangladesh Sangbad Sangstha (BSS). Earlier, the agency had reported two women had given birth; it did not explain the change.
The news of survival and new life came as the 72-hour deadline to change the operation from rescue to recovery approached, even as hundreds more people were feared still trapped amid the rubble.

Historic buildings collapse, forcing Bonham businesses to close
BONHAM, TX -- Two historic buildings in Bonham collapsed over night, causing some business closures and the relocation of an annual city festival. Morgan Downing brings us more from Bonham.
The north side of Bonham's downtown square is completely empty. The building collapse has closed five businesses and so far engineers believe it's the wind that caused this.
Caution tape ropes off the entire block of East Fifth Street in downtown Bonham. Structural engineers walked from building to building Friday, surveying the damage.
"Our concern is to get those down without, with doing the minimal amount of damage to any other buildings. But, only getting the things down immediately that we need to get down to to make it safe," city manager Bill Shipp said.
Two buildings collapsed. One was vacant, the other was occupied by Razor's Edge Barber Shop. Barber Johni Warren says he first moved into this building about ten years ago, then five years ago moved right next door.
"So, either way the building fell in, it would've got me either way," Warren said.
High winds continued to knock down pieces of the wall Friday afternoon, worrying residents.
"I have wondered, and wondered, and wondered what is wrong. You know, why aren't they making sure that these buildings are safe?" resident Rena Hale said.
City manager Bill Shipp says right now, the city only inspects buildings when new tenants move in. But after this collapse, they may re-evaluate the process.
"Well, we're going to look at our procedures because some of these buildings have been unoccupied for some period of time. And if you have a building that's unoccupied that's a possible hazard, that needs to be looked at," he said. "So, we're going to look at our procedures and look at doing inspections on some of these buildings that have not been occupied for something."
Warren says he's just glad no one was hurt.
"I'll put another shop together rather quickly, but some of the memorabilia and things is gone forever. Don't cry over spilt milk. I almost did last night, but I didn't. And so, we'll trudge along," he said.
Bonham's annual Heritage Day celebration was set to kick off Saturday morning in downtown. It still starts at 8 a.m., but it will be at the corner of Highway 121 and 56 at the Trade Day's location.

Balcony Collapses On Italian Religious Procession Killing Three

Three people were killed and 14 injured on Sunday, after a balcony collapsed onto a religious procession in Portici near Naples in southern Italy.
Two women aged 67 and 65 as well as a 65-year-old man died instantly when they were crushed by heavy masonry from the first floor balcony of a 300-year-old building.
Around 40,000 people gathered in the town to watch the annual procession in honour of its patron saint, St Ciro.
The balcony, which overlooked the main street in the seaside town was crammed with people and collapsed because of the sheer weight of numbers.
Moments before it crumbled, witnesses said they heard a loud rumble.
TV footage showed crumbling plaster work on the building and a sheet flapping in the wind, attached to the balcony rail which had remained on the main structure of the building.
One witness said: "There were scenes of sheer panic - people were scrambling all over the place.
"At first a rumour went round that there had been a shooting and people had been killed and injured which sent everyone scrambling for cover.
"It took the police to arrive and announce there had been no shooting to calm things down.''
Another told Italian TV: "I heard a loud bang, then a rumble, looked around and saw the balcony had collapsed, there was debris everywhere.
"There were also people balancing on the edge where the balcony had been and one of these fell to the ground. It was a woman and there was a child as well.''
Police later named the three people killed as Maria Vela, 67, Concetta Evangelista, 65, and Aniello Scognamiglio, 65, who were all local while two of the nine injured were said to be in a serious condition.

The Commissioner for Physical Planning, Toyin Ayinde who is leading rescue efforts said heavy duty earth moving equipment have been deployed to help rescue victims of the collapse building.
The building is located about 200 meters away from the office of the Federal Road Safety Commission (FRSC) in Ojodu and officials of the organization have also moved in to help beef up rescue exercise.
According to Mr Ayinde, it’s too quick to conclude what may have caused the building collapse, but the structure was approved by the federal ministry of housing.

The accident occurred in the afternoon of May 6 at a building site in the Tay Bac Cu Chi Industrial Park in Cu Chi District, HCM City.
According to preliminary information, at about 4.40pm, more than 60 workers were working at this place when unexpectedly a wall of 10m high, 70m long collapsed on five people. Excavator driver Nguyen Vu Linh, 25 years old, a native of Tien Giang province was crushed to death on the spot.
By afternoon of May 7, Cu Chi district police still worked with the relevant agencies for investigation and handling of this serious accident.

Rwanda building collapse kills 6, injures 30
KAMPALA, Uganda —
Six people were killed and dozens more injured when a four-story building under construction collapsed in eastern Rwanda, police said Wednesday as the rescue effort ended.
Christophe Semuhungu, the police spokesman for Rwanda's Eastern Province, said rescue workers from the police and the military had found no more bodies after combing through the rubble of the building in the eastern Rwanda district of Nyagatare.
He said at least 30 workers were injured in the Tuesday afternoon incident. Most were being treated for minor injuries at a nearby hospital, he said, but some were in critical condition. He said the construction site employed about 45 workers but some were not on duty when the building fell.
In a statement police had earlier described the building collapse as "an unfolding tragedy." It remained unclear what caused the collapse.
In recent years building collapses have become frequent in East and Central African countries as some property developers bypass regulations to cut costs. In March, a building collapsed in the Tanzanian city of Dar es Salaam, killing at least 30 people.

About 100 people were on the deck at Shuckers Bar & Grill at at the time, Miami-Dade Fire Rescue Chief Dave Downey said. Many of them were watching the Miami Heat in Game 4 of the NBA Finals.
Restaurant patrons were sent tumbling into shallow water in Biscayne Bay. One man said the water covered his head. He said his first instinct was to save himself and then others.

On Friday, officials said they believed everyone had been accounted for. They said of the 33 people injured, 24 were transported to the hospital and two of them were in serious condition.
Divers will not be going into the water because it is not a safe structure, a source told NBC 6. The deck was not a floating structure, and it was supported by the seawall, the source said.
“It’s very unfortunate what has happened," North Bay Village Mayor Connie Leon-Kreps said of the collapse.

Anthony Herrera said he and his mother walked into Shuckers just beforehand.
“We walk in, we take a few steps in, my mom’s looking around for a hostess, and you just hear crunch, crunch – curiosity – and then bam, pillar coming down, pillar pillar, and people screaming, people yelling, pieces of wood hitting the water," Herrera recounted. "Before I could really see anything, like I said, my mom grabbed me, and we ran back home, because we live right there down the street.”
Downey said 24 victims were transported from the scene, with two of them seriously injured. About 50 units from various agencies were tending to the victims, he said.

Three women killed in wall collapse
Two sisters among victims; they were passing by an under-construction building near Dandekar Bridge
Three women, including two sisters, died after the compound wall of an under-construction building collapsed on Sunday night. The incident took place outside Suvarnanand Park building at Mangirbaba Chowk near Dandekar Bridge.
The deceased were identified as Sharada Majhire (45, resident of S No 129, Dattawadi), Meera Shirish Athale (56, resident of Narayan Peth) and Madhavi Pangarkar (58, resident of Bibvewadi).
Pangarkar and Athale were sisters and were returning home after meeting their 86-year-old mother in Dattawadi. Majhire was going for night duty to Bhide Hospital off Shastri Road, where she works as a helper.
Shirish Athale, husband of Meera, called up on his wife’s cellphone number as she was late reaching home. He was shocked when the call was received by a constable at Dattawadi police station, who informed him about the accident. Athale said he had advised his wife and sister-in-law against visiting their mother as it was raining heavily.
Ram Majhire (26), son of Sharada, said his mother was going for the night shift at Bhide Hospital. She was walking near the wall when it suddenly collapsed. He said the same wall had collapsed a few days ago and was constructed again.
After the incident, the fire brigade rushed to the spot. Senior police officials including joint commissioner of police Sanjeevkumar Singhal, deputy commissioner of police (zone II) Ramnath Pokale, police inspector (crime) Rajendra Savant and senior police inspector Satish Govekar also rushed to the spot.
Santosh Patole, a local resident said that while he was standing along with a few friends chatting outside Suvarnanand Park at 8 pm, he suddenly heard a loud crashing noise. “We rushed in the direction of the noise and saw that the big compound wall had collapsed.”
Patole and his friends called up the fire brigade. The local residents rushed to the spot and tried to remove the debris. The fire brigade crew arrived at the spot and brought out the three women from the debris. They were rushed to the hospital, but pronounced dead on arrival. Additional CP (south region) Chandrashekhar Daithankar said the incident took place at 8 pm. When these three women were walking on the footpath outside the Suvarnanand Park building, the 25-feet high compound wall suddenly collapsed. He said, “We have recovered bodies of three women.”
When asked about the action against AV Mulay and Associates, builders and engineers, Daithankar said, “We will inquire into this incident in detail and take action accordingly.”
