President Donald Trump said he will significantly restrict travel from Europe to the U.S. for the next 30 days, the most far-reaching measure yet in the administration’s efforts to combat the spread of coronavirus.

Trump, speaking Wednesday evening from the Oval Office, said the restrictions, which won’t apply to the U.K., will go into effect Friday at midnight. He blamed the European Union for not curbing travel from China in the early days of the outbreak, and credited his own measures with having limited the number of cases in the U.S.

“The European Union failed to take the same precautions and restrict travel from China and other hot spots,” Trump said. As a result, “clusters” of infection in the U.S. “were seeded by” European travelers, he added.

Global markets crash as US bans European flights over CORONAVIRUS PANDEMIC 3/12/2020  Covid-19 has wreaked havoc on the world's financial markets after the World Health Organization (WHO) declared the outbreak a pandemic, and the US banned all European flights.

European stocks opened sharply lower on Thursday with the London FTSE down over nine percent. Jet engine maker Rolls-Royce led the losses, as the company's shares were down 13 percent, and airline stocks were also hit hard.

German and French shares were also down, with both DAX and CAC 40 dropping around ten percent. Stocks in Italy, the worst-affected country by coronavirus outside of China, were down more than 11 percent. Russia’s main index on the Moscow Exchange closed six percent lower.

Spain Shut Down Effective Immediately, France Closed

There is now a ban on non-essential travel in Spain. There are permissions for work and food and medical care. France has closed the Eiffel tower and also followed Italy and Spain in travel restrictions throughout the country. Apple has announced they will be closing all stores outside of Greater China effective immediately. They also recently announced they had finished reopening their stores in China.

Seven Italian priests have reportedly died of coronavirus

Cremona, Italy, Mar 15, 2020 / 09:58 am (CNA).- A Catholic priest has died in Italy from coronavirus, and local Italian media reported Sunday the death of several others. No priests have previously been reported dead from the global pandemic, which has struck Italy more gravely than nearly any other country in the world.

Monsignor Vincenzo Rini was a priest of the Diocese of Cremona, close to Milan, and near Italy’s epicenter of the pandemic. Rini died Saturday.

Msgr. Rini ran Cremona’s diocesan newspaper for 30 years, and was at one time the president of the Italian bishops’ news agency. He was also a novelist, and a noted literary expert, who served as the Church’s liaison to the Cristina di Savoia Cultural Congresses, which aim to promote Christian culture in Italy.

In Avvenire, the newspaper of the Italian bishops’ conference, journalistic colleagues of Rini wrote that the priest “represented an open window to hope, the virtue that had always characterized his life.”

He will be buried in the chapel of the diocesan cemetery in Cremona. Bishop Antonio Napolioni of Cremona, himself recovering from coronavirus, expressed his condolences to the family and friends of the priest.

In addition to Rini, 6 priests in the Diocese of Bergamo have been reported dead of the coronavirus by Italian news site bergamonews.it. CNA has not been able independently confirm the Bergamonews report.

According to Bergamonews, Bishop Francesco Bechi told Italian journalists that in addition to six priests in his diocese who have died of the virus, 20 others have been hospitalized.

Bergamo, a city northest of Milan, has been identified as the region most afflicted by infections of coronavirus in the country.

More than 21,000 people in Italy have been infected with coronavirus, and nearly 1,500 have died.

Priests in other countries have also been afflicted with coronavirus. Earlier this month, a French priest was hospitalized with the virus, and last week a priest in Peru was among the first patients to be hospitalized for coronavirus in that country.

Spain’s coronavirus death toll overtook that of China on Wednesday, rising to 3,434 after 738 people died over the past 24 hours, the government said.

Across the world, only Italy now has a higher death toll than that of Spain. In China, where the virus emerged late last year, 3,281 people have died.

The spiraling number of deaths came as Spain entered the 11th day of an unprecedented lock-down to try and rein in the COVID-19 epidemic that has now infected 47,610 people, the health ministry said.
As the authorities stepped up testing, the number of cases showed a 20 percent increase on the figures for Tuesday, while the death toll showed a 27 percent rise over the same period.

Despite the national lockdown imposed on March 14, which is to be extended until April 11, both deaths and infections have continued to mount, with officials warning this week would be particularly bad.
“We are approaching the peak,” the ministry’s emergencies coordinator Fernando Simon said in announcing the figures.

Health authorities are hoping it will soon become clear whether the lock-down is having the desired effect.
The Madrid region has suffered the brunt of the epidemic with 14,597 infections — just under a third of the total — and 1,825 deaths, or 53 percent of the national figure.

With hospitals on the brink of collapse from the surge in patients, troops have set up a massive field hospital in Madrid’s vast IFEMA exhibition center which currently has 1,500 beds but which could be expanded to take in up to 5,500 people — making it the largest hospital in Spain.

And with the city’s funeral services overwhelmed, officials have commandeered the Palacio de Hielo ice skating rink to serve as a temporary morgue.

The EU plans to ban US travelers indefinitely after haphazard COVID-19 response

The European Union plans to ban travel from the US when it reopens its borders on July 1st because of the Trump administration’s poor handling of the COVID-19 pandemic, according to a report from The New York Times. Under current plans, the US would join Brazil and Russia on the list of forbidden countries, as all three countries have had comparably poor responses to the virus since the worldwide outbreak at the beginning of the year. Travel from China, as well as some developing countries, will be allowed, the report states.

The EU is still finalizing the list, the NYT reports, and it expects to submit it to the 27 bloc members next week ahead of the July 1st reopening deadline. Members are being strongly encouraged to adopt it or else the EU may consider reinstating stricter borders within the bloc to prevent travelers from countries on the list from entering into one country with looser restrictions and crossing the border into another.

All three countries are deemed unsafe according to a set of epidemiological criteria the EU has been using to analyze countries. The primary metric is a measure of the average number of new cases per 100,000 people over the last 14 days. The EU bloc has an average of 14. The US score is 107, while Brazil’s is 180 and Russia’s is 80, the NYT reports.

Paris considers THIRD nationwide lockdown as Covid-19 situation remains ‘worrying’ — 25 Jan, 2021

France may be heading into its third nationwide lockdown over the coronavirus pandemic, and the spread of the new variants of the virus in particular, but no decision has been made yet.

French authorities are considering placing the country in a new lockdown as the number of confirmed Covid-19 cases has passed the 3 million mark. Speaking to Radio Classique, French European Affairs minister Clement Beaune said the government is considering different options to tackle the spread.

“Nothing has yet been decided. There are scenarios [on the table] but no decision yet,” Beaune stated when asked whether a new lockdown could be imposed as early as this week.

The Hague court sides with activists, tells Dutch government to IMMEDIATELY lift ‘illegitimate’ curfew  

"The curfew is a far-reaching violation of the right to freedom of movement and privacy and (indirectly) limits, among other things, the right to freedom of assembly and demonstration."
The Dutch government has been told by the court to reverse its coronavirus pandemic curfew after The Hague ruled there was no legal basis for it and called it an infringement on people’s rights.
In a statement, The Hague declared that the government's use of the Extraordinary Powers of Civil Authority Act – an emergency act which allows the state to bypass the legislative process to impose a curfew in “very urgent and exceptional circumstance” – was not justified in this case during the Covid-19 crisis.

“The Preliminary Relief Judge ruled that the introduction of the curfew did not involve the special urgency required to be able to make use of the [act],” the Hague continued, noting that the government had had time to discuss such a curfew beforehand, before ruling that “the use of this law to impose curfew is not legitimate.”

The country’s Justice Ministry says it is now studying the ruling.
After the Dutch government imposed the curfew on January 23, citizens were legally required to stay home between the hours of 9pm and 4:30am unless they had a valid excuse, and they were warned that they could face fines if they refused to do so.

Valid excuses to go outside during the curfew included emergencies, essential work, to seek medical assistance, and to walk a dog on a lead.

The Hague's decision was made after a group known as the Virus Truth Foundation filed a lawsuit arguing that the curfew was an infringement on human rights and the Dutch constitution.
The Netherlands experienced several nights of rioting over the curfew, which resulted in burnt cars, looted business, clashes with police, and hundreds of arrests.

Deputy mayor wants Paris back under 3-week lockdown, despite opposition

A curfew is currently in place in Paris to slow the spread of Covid-19, but Grégoire said it’s “not enough to settle the curve.” Speaking to France Info on Thursday, Grégoire said that his administration will propose a total lockdown of the capital next week. Mayor Anne Hidalgo will issue the proposal.

“We must now make courageous decisions,” he said, adding that a lockdown “is the only solution.”

Covid-19 Freedom Index — Covid-19 hospitalizations and deaths are falling in many countries – but some governments have been in no rush to return liberties and rights to their citizens. They must be held to account.

Even as billions are set to acquire immunity to the virus in 2021 – either through vaccination or antibodies gained following a course of the illness – there has been little letup in crisis rhetoric, with those in power often advocating restrictive measures that go far beyond flattening any kind of curve. New regulations are set to be in place for years, if not permanently, unless there is significant accountability and pushback.

Our new Covid-19 Freedom Index will track the world’s leading economies, and major territories within them, to see if they are restricting their citizens, either by limiting basic rights, such as freedom of movement, essential functions, like the ability to go to school or operate a business, or freedom from technological surveillance.

The index has its own limitations that we freely acknowledge. Any such ranking is subjective by its conception, whatever scientific veneer is given by formulas and tables. Nonetheless, to minimize bias, we have tried to break down our index into easily quantifiable and weighted criteria, and rigorously source each piece of information from official publications, where possible.

Secondly, this index does not attempt to measure the baseline and broader state of civil rights in different countries – merely how much they have been upended by Covid-19. A repressive country that has not implemented any additional restrictions due to the virus is still a repressive country.

Thirdly, while we are broadly alarmed by the authoritarian drift engendered by the pandemic, many of the disruptions can be understood only within the context of particular epidemiological situations. We are merely documenting these measures, not putting forward an argument about whether such steps are justified or not within a specific country.

ISRAEL — Mandatory ‘freedom bracelets’? Israel OKs Covid tracking tech after ‘satisfied volunteers’ prefer it to military-run quarantines

The Israeli Knesset has handed the government powers to force all citizens returning to the country to wear a tracking device during their mandatory Covid-19 quarantine, or else be stowed away in a military-run isolation hotel.

Lawmakers passed a bill on Wednesday allowing authorities to mandate the so-called ‘freedom bracelets’ for citizens, after a previous measure requiring quarantine at government-administered hotels expired earlier this month. Now, Israelis will isolate at home by default, so long as they consent to wear the electronic tracking gadget.

Proposed last week, the new law makes exemptions for children under the age of 14 and allows residents to request a waiver from a special committee. Those who decline to wear the bracelet will be required to undergo isolation in one of the quarantine hotels, which will continue to operate. Violators of the isolation rules could be fined up to 5,000 Israeli shekels ($1,500).
