BEIJING: Taiwan has shut down two reactors after a fire broke out at a nuclear power station in southern Taiwan shortly before midnight on Sunday.
The incident has caused no radioactive leak and no personnel have needed to be evacuated, Taiwan Power Company (Taipower) said in a statement on its website. 

The fire began inside an auxiliary electrical transformer at the Third Nuclear Power Plant in Pingtung County, setting off an alarm at 11:58pm, Taipower said. It was put out by the plant's own firefighters within 17 minutes of its occurance, it said. 

A loud noise was heard at midnight around the plant as the turbine released steam into the sky during the process, Taipower said. 

Taipower said preliminary investigations suggest that it will take two weeks to get the second reactor operational again. The transformer, which was one of a number of devices supplying electricity to the plant, has been damaged due to short circuit. 

The accident is expected to affect China's ambitious plans that include launching eight new nuclear power plants this year besides granting approvals for another set of six new plants. The government aims to build capabilities for producing 30,000 megawatts by 2020. 

Chinese nuclear experts have argued that the country has the best safety standards in place after the government recently lifted the ban on new plants, which was imposed after Japan's Fukushima accident in 2011. 

Giving details of the accident, Taipower said that another reactor in the affected plant, the No. 1 reactor is unaffected. 

The second reactor, which has a electricity generating capacity of 951 megawatts, has been in operation since May 1985. 

Taiwan has three nuclear power plants in operation and another one under construction. There has been much public debate about whether the island should become a nuclear power-free society, particularly in the wake of the Fukushima nuclear crisis.

The Anshas nuclear reactor, located on the outskirts of Cairo, has leaked ten cubic meters of radioactive water for the second time in a year, according to Samer Mekheimar, the former director of the Nuclear Research Center's atomic reactions department. Mekheimar submitted a note to the Supreme Council of the Armed Forces, saying the leakage took place on 25 May as a result of operating the reactor without taking into account safety precautions. He also said the Atomic Energy Agency kept the incident secret and threatened to fire the staff if they talked about it. "The fact that the reactor was by mere chance not operated the next day saved the area from environmental disaster," he wrote. "All ministries were changed after the revolution, except the Ministry of Electricity and Energy," he added. "It still kept the same minister and his deputies from the dissolved ruling party." Meanwhile, sources at the Nuclear Safety Authority said they were denied entry to the reactor to conduct an inspection. Perhaps that we can expect incidents at nuclear stations during the 7 of 10 events, i.e. in SE Asia on achievement of a 7/10, in the west and the north of the S America during its roll, during rupture of the New Madrid fault line, in the western Europe during a tsunami? I assume that earthquakes and tsunami can present some problems on nuclear pollution even before the pole shift. Any comments of the Zetas?

After the Chernobyl disasters it is understandable that mankind is nervous about the coming pole shift and the potential of nuclear disasters in their nearby power stations. We have encouraged all to contact the operators of these facilities, and advise them of the coming disasters, encouraging them to shut down the facilities at the first sign of major quakes and the like. We have explained that to a certain extent we, as benign aliens under the control of the Council of Worlds, can step in and remove the explosive potential from these power stations, as we have from nuclear bombs held by the US, by Russia, and by other nations. In a shutdown procedure, bolts that inhibit the nuclear reaction are dropped between the reactor rods, stopping the nuclear reaction cold. This is a simplistic explanation, as the power plant controls run on electricity which can surge or fail, thus interfering with a shutdown. Such electrical surges or failure, happening during a shutdown, has been associated with nuclear accidents at Chernobyl, and SL-1 for example. As the hosing from the magnetic tail of Planet X continues to waft over the Earth, such surge and brownout can be expected. We predict that many nuclear power plants will be shut down, permanently, during the Earth changes leading into the pole shift, due to a combination of earthquake threats or damage and electrical surge and brownout. The grid will, in any case, be down after the pole shift, so this is only an early loss. As to flooding of reactors during the Earth changes or the pole shift tides, other than interfering with the electrical controls, this does not create, in and of itself, a disaster. Water is used to cool the reactor rods. It is the absence of water, due to the pumps being inoperable, that is a problem.

The issue of whether benign alien assistance will come during disasters, neutralizing nuclear facilities, comes up often, understandably. Those who currently live near nuclear facilities worry constantly about sudden earthquakes or operator neglect, which can cause a meltdown with consequent radiation pollution far and wide. Fukushima is the latest example. As the earthquakes are on the increase, and the 7 of 10 scenarios about to afflict those countries which have utilized nuclear power extensively, this concern will only increase.

The answer in these matters, which we have repeatedly explained, is first that the Element of Doubt must be maintained. This is an aspect of the gradual awakening of mankind to the alien presence that ensures that contactees will not be savaged by those in panic, fearing for their lives. In the past, the establishment - MJ12 composed of the CIA, military intelligence, and the very wealthy - withheld information on their preliminary contact with aliens. Where they claimed they were saving the public from panic, this move was self serving as they wanted alien technology for themselves, and also did not want to be knocked from their perch in the eyes of the public.

Rather than reassure the public about the alien presence, the old MJ12 deliberately moved to foster fear in the public. Hollywood has been enlisted to produce a stream of movies showing aliens landing to eat people, colonize the Earth, and infect and takeover human bodies and minds. The old MJ12 likewise harassed and monitored contactees, to control the plethora of books and videos being produced by enthusiastic contactees. The Element of Doubt at base is to protect the growing army of contactees, whom the establishment fears. What it their threat? That they challenge the legitimacy of the establishment to lead, creating a secret network, an information exchange taking place on space ships among contactees, which the establishment is powerless to stop.

Enter the nuclear power plant issue, which is a legitimate concern even among those in the establishment. As the pace of the Earth changes has picked up, our answers have moved from being vague in 2008, stressing that this is in the hands of man, to hinting by 2010 that the collective Call from many in the Service-to-Other would make a difference and that alien interference would be allowed, to admitting after Fukushima in 2011 that some interference had occurred.

Has the degree of concern from Service-to-Other souls on Earth, giving a collective Call on this matter, made a difference? Unquestionably. From the start of ZetaTalk we have stressed that matters such as a healing only take place as a result of a Service-to-Other call. Those who Call for themselves, out of self interest, are ignored. The collective Call out of concern for others, made by those in the Service-to-Other on Earth, have and will make a difference on the nuclear power plant issue.

Seaweed shuts down reactor at Leningrad nuclear plant

ST. PETERSBURG – Seaweed caused almost three days’ downtime at Unit 3 of Leningrad Nuclear Power Plant (LNPP), on the Gulf of Finland, near St. Petersburg, after a storm blew bay bottom sediments into the plant’s water intake structures, clogging the intakes that supply water to the unit’s cooling system. The blockage had to be manually removed before the reactor could resume operation.

East County Magazine, Sep 26, 2015 (emphasis added): NBC TV Investigation Finds Evidence Of Radioactive Debris On Beach At San Onofre — An investigation by KNSD-TV Channel 7 , the NBC affiliate in San Diego, has dropped a bombshell regarding efforts to cover-up lax handling of nuclear waste and radiation leaks at the San Onofre Nuclear Generating Stations… NBC’s investigation found high radiation levels endangered Southern California employees in trailers, including radiation levels so alarming that  Nuclear Regulatory inspectors at times refused to perform routine radiation surveys… Hundreds of pieces of contaminated radioactive equipment were stored on both sides of Interstate 5, which bisects the San Onofre nuclear waste dump now under construction… Nuclear power expert Joe Hopenfeld told NBC 7 that San Onofre was “very, very sloppy, very very careless in handling radioactive material.”… Some have reportedly been pressured to sign non-disclosure agreements to prevent negative information from being made public… NBC reported that SDG&E did not respond to its requests for comments, nor did the Marines… Due to secrecy shrouding the San Onofre high nuclear readings… [Charles Langley is a former public advocate at the Utility Consumers’ Action Network who was terminated for being a whistleblower] observes, “We still don’t know how high those radiation levels were. NBC San Diego, Sep 23, 2015: Documents Detail How Nuclear Material Was Handled at San Onofre Nuclear Generating Station… The documents were released to individuals involved with the secret negotiations about the current condition and future handling of the 25-acre property… According to the source, the team representing the utilities has told all involved they want nondisclosure agreements signed so no one can go public with any information disclosed during the negotiations [and] the utilities are reluctant to provide full disclosure on what has occurred on the property since they took possession of it… Joe Hopenfeld, an expert on the nuclear power industry, said, “It was unbelievable what they were doing there“… The report says it was determined the cubicle was “responsible for most of the radiation measured on the beach.”… The other document NBC 7 Investigates received is dated April 10, 2014… This document was provided by the utilities to “identify those locations at the Mesa that were affected by the inappropriate presence of radioactive materials.”… After reading in the report about a steam generator system pipe that was “hot,” Hopenfeld said, “You have hot spots, you don’t know what they are.”… “This is an indication of the mentality and the culture at the time at SONGS,” he said. [Former San Onofre Safety Officer Vinrod Arora ] said the plant grounds should be thoroughly inspected by an independent third party and not by SCE or SDGE or any of their subcontractors. “Be very careful of the goods they accept from Edison with the blessings of the NRC,” Arora warned. The concern, he said, is not just for the land but for those that might someday use it.

Hope Creek nuclear reactor shuts down after 2 key pumps trip
PSEG Nuclear's Hope Creek reactor has shut down after two key pumps stopped operating, officials said.

The reactor went off-line at 8:46 p.m., Monday, according to Joe Delmar, spokesman for the plant's operator, PSEG Nuclear.

Both of the plant's two recirculating pumps tripped at the same time, Delmar said. The pumps control the circulation of cooling water through the reactor and that flow helps to control reactor power.

What caused the pumps to trip still remained under investigation Tuesday morning.
Neil Sheehan, spokesman for the Nuclear Regulatory Commission which oversees the operation of the nation's nuclear plants, said the shutdown happened during the testing of a safety system.

Sheehan said the test was to confirm all the circuits and equipment are operating properly.

He said the plant responded as designed and NRC inspectors at the plant responded and observed the shutdown.

"There were no immediate safety concerns," Sheehan said.

Delmar said it was not known when the reactor would be returned to service.

Hope Creek had been in service for 138 days before Monday's shutdown.

It is one of three reactors operated by PSEG Nuclear at the Island.

The other two — Salem 1 and Salem 2 — remained operating at full power Tuesday, according to Delmar.

The three units comprise the second-largest commercial nuclear generating complex in the United States.

There are four nuclear reactors operating in New Jersey — the three in Lower Alloways Creek and Oyster Creek in Lacy Township, Ocean County.

ST. LOUIS — The Army Corps of Engineers has found radioactive nuclear weapon waste in residential lots along a St. Louis County creek. 

Coldwater Creek runs some 20 miles through St. Louis’ northern suburbs and was contaminated in the decades after the Manhattan Project’s activities in the region. The creek has flooded residential areas many times over the past seven decades, but the floodplain had never been tested for radioactive waste until now. 

The corps announced last week that it has found thorium 230 — a radioactive isotope — in yards and public parks exposed to Coldwater Creek’s floodwaters. Officials say there is no immediate risk to residents. The positive results so far have been from samples taken 6 to 12 inches in the ground, in some cases showing levels two to four times the threshold for required cleanup. 

“Literally in people’s backyards,” said Jenell Wright, a former area resident who said she has watched dozens of childhood friends die of cancer over the years. “That’s big. It doesn’t get bigger than having nuclear weapons waste in your backyard.” 

In a three-part series published in April, Al Jazeera reported on the presence of radioactive waste in the St. Louis metropolitan area. For years, residents near contaminated sites have reported strings of rare cancers and autoimmune diseases, and many areas potentially exposed to contamination remain untested and unmarked. 

Long-term exposure to low-level radiation is linked to an increased risk of cancer, according to the EPA. 

The confirmation that the creek deposited radioactive waste did not surprise residents who have been pushing for cleanup. After an outcry from locals, the Hazelwood municipal government closed a park on Monday where the corps found waste.

Via boAugust 25, 2015 The town of Satsuma Sendai has had a blackout since yesterday. Kyushu Electric wouldn't mention NPP status but someone looked up exact address of NPP and it was indeed in the list of blacked out area. Hopefully power recovers soon but such a breach of trust, to offer NO EXPLANATION and people running around trying to grasp clues as to what's going on."
This scoop needs confirmation of course, but it makes sense that this town has no power after a major typhoon hits it.

Japan just got hit by a huge typhoon, right after Sendai nuclear power plant restarted. Of course, the typhoon hit right where the first nuclear power plant to restart is located. A nearby volcano also threatened to erupt at about the same time.

US NRC Event Notification Report, Jul 23, 2015 (emphasis added): Callaway Plant initiated a shutdown required by Technical Specifications (TS)… TS 3.4.13 Condition A was entered due to unidentified RCS [reactor coolant system] leakage being in excess of the 1 gpm TS limit. The leak was indicated by an increase in containment radiation readings… A containment entry identified a steam plume; due to personnel safety the exact location of the leak inside the containment building could not be determined. At this time radiation levels inside [the] containment are stable and slightly above normal. There have been no releases from the plant above normal levels.

AP, Jul 23, 2015: Missouri Nuclear Plant Shut Down After ‘Non-Emergency’ Leak… Jeff Trammel, a spokesman for St. Louis-based Ameren, called it a “minor steam leak.”… Ameren officials are investigating the cause… it was unclear when the plant would restart… [NRC] inspectors are at the plant.

This is the second of approximately one dozen articles on nuclear safety, these will (or do) include (1) the relationship between plant operators and the regulatory commission, NRC, and show that safety regulations are routinely relaxed to allow the plants to continue operating without spending the funds to bring them into compliance.  (2) Also, the many, many near-misses each year in nuclear power plants will be discussed.   (3) The safety issues with short term, and long-term, storage of spent fuel will be a topic. (4)  Safety aspects of spent fuel reprocessing will be discussed.  (5) The health effects on people and other living things will be discussed.  The three major nuclear disasters (to date) will be discussed, (6)  Chernobyl, (7) Three Mile Island, and (8)  Fukushima.   (9) The near-disaster at San Onofre will be discussed, and (10) the looming disaster at St. Lucie.  (11)  The inherent unsafe characteristics of nuclear power plants required government shielding from liability, or subsidy, for the costs of a nuclear accident via the Price-Anderson Act.  (12) Finally, the serious public impacts of evacuation and relocation after a major incident, or “extraordinary nuclear occurrence” in the language used by the Price-Anderson Act, will be the topic of an article.   Previous articles showing that nuclear power is not economic are linked at the end of this article.

In the four year period 2010-2013, inclusive, the US nuclear reactors had 70 near-misses.  These occurred in 48 of the 103 reactors.  Some, therefore, had multiple near-misses in the same year.  One plant, Columbia, had 3 near-misses in the same year.  Wolf Creek, and Ft. Calhoun each had one near-miss in three of the four years.  On average, that is 17 near-misses per year, or roughly 17 percent of the reactor fleet.  Put another way, every 3 weeks, another near-miss occurs.  The frequency of near-misses is expected to increase over time, as the aging reactors have more equipment degrade and fail, and new systems are installed that are unfamiliar to the operators.

What is common in these incidents are old and degraded equipment that fails due to improper inspection, replacement equipment that either does not work as expected, or operators are improperly trained, and in one notable case, improperly trained workers left critical bolts improperly tightened on the reactor head.

The most serious incident, in my view, occurred at the Byron Station, Unit 2, in January, 2012, in Illinois.  A complete loss of cooling water at Unit 2 was temporarily replaced with water from Unit 1. Had this been a single-reactor plant, with no operating reactor close at hand, the loss of cooling could have resulted in a partial or full core meltdown, exactly what happened at Fukushima, Japan.  This is completely unacceptable.

Some, the nuclear proponents, will argue that the safety systems are adequate since no meltdowns occurred.  However, the sheer number of serious incidents shows that eventually, another catastrophe will occur.  The US has been lucky, but that luck is likely running out as the plants grow older and more mishaps occur.
