Sindh farmland faces loss of Rs12.6bn in rain-hit areas

KARACHI: Sindh faces a loss of around Rs12.6 billion in the rain-hit areas, as wheat could not be cultivated at an area of around 400,000 acres land, a grower said on Saturday.

Sindh Abadgar Board President Abdul Majeed Nizamani told The News that a total of 1.5 million acres land had come under water, of which 400,000 was still not usable.

Wheat, a major crop of Rabi and constituting around 3.5 percent of the GDP is under threat in the rain-hit areas, he said.

Nearly 2.2 million acres land came under water, of which wheat is being cultivated on 1.5 million acres land.

Sindh grows wheat over an area of four million acres land, while it produced a bumper crop of 4.2 million tons in 2010-11, he said.

Out of the total affected land, 15 percent is still under water, as natural flow of Dhoro Puran is under encroachments, said Nizamani.

“It has a bed of 300-feet, but only 25-feet are left out of encroachments, so it could not lift the water,” he said.

“Government’s inefficiency is being observed in the area as no one seems to take measures for evacuation of the rain water,” he said.

Dhoro Puran is a natural drain from Jhudo to Tando Bago Taluka of Badin and had a capacity of 20,000 cusecs flow, but due to encroachments it was unable to flow only a few thousand cusecs.

“Water at lower lands is still there,” he said.

Damage to major Kharif crops and vegetables in rains in Sindh last year had already resulted in a loss of more than Rs271 billion.

Cotton received a loss of 2.4 million bales at an area of 1.27 million acres, accounting for 2.4 percent of the GDP worth Rs134 billion, while the rest of loss occurred to paddy in the rain-affected areas, said Nizamani.

Besides, a loss of Rs21 billion to sugarcane crop is an addition to it. Sugarcane has received a damage of more than 25 percent, he said.

They had estimated only loss to crops, while loss to livestock, poultry and fisheries is in addition to it, he said.

Nizamani said that 40 percent damage is natural, while 60 percent damage is human error, as breaches to irrigation channels and LBOD occurred.

Only three districts of upper Sindh, Larkana, Shikarpur and Jacobabad, remained safe from rains, while all other areas are deeply hit.

Badin, Thatta, Tando Muhammad Khan, Tando Allah Yar, Mirpurkhas, Mithi, Naushero Feroze, Shaheed Benazirabad were the worst-hit areas, he said, adding that some areas received more than 500mm rainfall, which damaged the irrigation and transport infrastructure, as well.

Sindh Abadgar Board Secretary General Syed Mehmood Nawaz Shah told The News that rainwater is still lying on lands in Mirpurkhas, Umerkot, Sanghar, Badin and some low-lying areas of Tando Allah Yar district.

Even if rainwater dries, Shah said that the irrigation water would be unavailable in several areas, as irrigation infrastructure was badly damaged.

Besides wheat, onion, tomatoes and chilies would be short, he said.

The country has already imported tomatoes and onions from India through Wagah border and sea route.

Inayatullah Bhatti, a grower from Umerkot, said that around 8-10 feet water is still lying in their fields. “We have no hope for Rabi and we are also worried about the next Kharif crop,” he added.

NAKHON SI THAMMARAT, Jan 15 – A new round of floods triggered by incessant heavy rain hit some areas of the southern province of Nakhon Si Thammarat on Sunday.

Some flood-prone communities in Nakhon Si Thammarat municipality have been affected by the new round of the flooding due to two days of incessant downpours. Rising floodwater forced residents to move their belongings to higher ground.

On Sunday, rainfall continued in the Nakhon Si Thammarat municipality which was earlier hit by floodwaters on Jan 2-5.

Meanwhile, all municipal communities raised the ‘red flag’ to warn residents to prepare for possible evacuation as water in several areas continued to rise.
In Phra Phrom district, inbound Nakhon Si Thammarat-Thung Song road is under water. The 50-centimetre-deep floodwater eroded some parts of the road, disrupting traffic. Local disaster prevention and mitigation officials blocked a section of damaged road for safety reasons.

In addition, forest runoff hit flood-prone Lan Saka and Sichon districts. However, the residents were on high alert for possible evacuations if the situation worsens.

In a related development, the Meteorological Department on Sunday issued a warning that the easterly wave remains across the Gulf and southern Thailand.

Fairly widespread rain is likely from Chumphon southward with isolated heavy to very heavy rain especially in Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla, Trang, Satun, Pattani, Yala and Narathiwat during 1-2 days. Southern city braces for flood

Residents of Muang municipality in Nakhon Si Thammarat are preparing for flooding as water from the district of Lan Saka is expected to hit this evening, reports said.

The flood situation in the southern province entered its third week as water continued to rise in many areas.

A 3.5km-long section of the Nakhon Si Thammarat-Thung Song Road in tambon Tai Sampao of Phra Phom district was under 50 cm of water this afternoon, making it impassable for all types of vehicles, reports said.

Jetsada Wattananurak, head of the provincial disaster prevention and mitigation office, expected a large amount of water and mountain runoff from the flooded Lan Saka district will reach city areas this evening.

Water levels in canals in most communities had already risen, he said.

Flash floods and runoff triggered by two days of rain hit three tambons of Lan Saka on Saturday night, prompting the evacuation of about 1,000 families.

However, the flood situation in the district was almost back to normal, Mr Jetsada said.       

Nakhon Si Thammarat has declared 15 of its 23 districts disaster zones, with at least 125,000 people affected, and damage was estimated at 120 million baht.

As at 3.30pm,   194 people from the five villages were evacuated to relief centres at SK Kampung Manek Urai Lama, SMK Laloh and SM Teknik Kuala Krai.
 
A spokesman from the state security council said the number of affected villages was expected to rise if rain did not let up.
 
He said water levels at flood assessment points at Krai Steps, Guillemard Bridge and Rantau Panjang had risen above the danger level.
 
As at 4pm, the water level at Krai Steps was recorded at 25.56m (danger level is 25m) while Guillemard Bridge was measured at 16.18m (danger level is 16m).
 
The spokesman said the level at  Sungai Golok in Rantau Panjang was recorded at 9.07m, just above its danger level of 9m.
 
"Those living in the low-lying areas in Rantau Panjang have yet to be evacuated from their homes as Sungai Golok has yet to overflow its banks.
 
"Rantau Panjang and several areas in Kota Baru might be flooded if rain continues in the rural areas this (yesterday) evening."  
 
He added that no major roads were closed to traffic except the  Jalan Tanah Merah-Kusial rural road at Km2.4, which was closed to light traffic after it was submerged under 0.5m of water.
